This research focuses on the influence of regional industry cluster on regional technological innovation. It's meaningful for improving the growth of industries in China, facilitating the regional technological innovation and issuing better policies for regional industry development. Based on the situation of regional industry cluster in China and the related research achievements in and abroad, this paper gets the panel data of 15 sub-sectors of manufacturing industry in 30 provinces in China (the data in 2005 is lacked), and builds the Cobb-Douglas production function model in the Logarithmic form, then do the Econometric model regression by Eviews6.0 statistical analysis software. With the results of regression, this paper analyzes empirically the effect that specialization and diversification of the industry cluster structure on regional technological innovation capability, and considers other factors in the model as well. The main conclusions are as follows:(1) Regional clustering of industries exerts positive impact on regional technological innovation; both these two different types of industry cluster structure, specialization and diversification,can facilitate the technological innovation, while the former has a more significant effect on technological innovation activities.(2) When the total patent applications variable and invention patent applications variable are added into the regression respectively as an explained variable, the results show that the increase in R&D expenses can facilitate the technological innovation, so does the increase in human capital. Furthermore, the sum of output elasticity of R&D expenses and human capital is less than 1.After the logarithm value of invention patent applications variable is considered as an explained variable, we found that the contribution rate of R&D capital on regional technological innovation is higher than that of R&D staffs.(3) There is positive correlation between the level of urbanization and regional technological innovation activities, which suggests that the better the regional technological innovation and other factors work, the higher the level of urbanization in a district. It is known that FDI has spillover effects and competitive effects on regional technological innovation in the local area. Simultaneously, FDI may have negative, undermining effects on regional technological innovation. This research finds that FDI has positive impact on regional technological innovation. This finding proves that FDI has more positive effects than negative ones on regional technological innovation. In other words, FDI can facilitate regional technological innovation.Finally, this paper summarizes the status and problems of regional industry cluster and regional technological innovation, and points out the policy suggestions to enhance regional technological innovation capability and promote regional economic growth.
