According to the sixth national census data show that the nationalpopulation aged60and above13.26%of the total population, total of177million,65yearsold or older and the proportion of the total population of8.87%, so in accordance withinternational standards, our country has entered the aging society.Along with the impact of advanced age turn; the countryside old age population is also insharp growth. And along with the development of countryside not agriculture industry,farmer’s fluid enhancement, family scale reduction, cares for the aged the idea change, thepattern of “raise children against old age” is under the impact; But the pattern purelydepending upon the land income is difficult to safeguard old life because the plants cropsreduce, the burden is overweight, and the grain price is low. It is necessary to implement anew type of scientific and effective endowment insurance system. According to the “theinstruction opinion of endowment insurance in rural areas”, Xinjiang start to implement anew type of endowment insurance in rural areas in December2009. Because the time ofexploration of a new type of endowment insurance in Xingjiang is short, so there are producemany problem.
