Study On Rural Social Pension Insurance System In China

Rural social endowment insurance system is major components of old-age insurance system in China, and it plays an important role for stability and development of rural society. China's rural social endowment insurance system started lately and developed slowly. The past two years, with the country attach importance to three rural issues, rural economy has been rapid developed, and the social security system has gradually been developed and improved. Rural economic development for the implementation of the new rural social endowment insurance policy has laid a good foundation. At present, urban and rural co-ordination under the new situation, the State Council promptly made out a new type of rural social endowment insurance on the pilot's guidance documents, which will undoubtedly speed up around the country to explore the rural social endowment insurance system in the pilot process, and to improve old-age insurance system in China is of great strategic significance. These articles is based on our actual level of socio-economic development in rural areas, combined with past experience, carry through new analysis and to explore for China's current rural social endowment insurance policy, and for its problems, was improved.This paper is divided into five parts:The first part mainly from the rural social endowment insurance system in theory to conduct in-depth discussion, and combined with China's rural economic development, raised that how important established rural social endowment insurance system;The second part applied the method of historical analysis to explain China's rural social endowment insurance system in the history of evolution, from which analyze China's rural social endowment insurance system in exploration of the reasons for failure, and summarized the conditional factors of China's rural social endowment insurance system for the slow development;The third part started from the actual development of the situation of China's rural social endowment insurance system, and assessed China's current new type of rural social endowment insurance system, further pointed out the deficiencies of China's rural social endowment insurance system;Part IV first established the basic principles about establish a new rural social pension insurance system ,and then put forward the development of long-term goals and short-term goal of China's rural social pension insurance system ,finally designed out of China's rural social pension insurance system approach;Part V aimed at the practical problems that existed rural endowment insurance system running, and put forward practical proposals and measures.
