The third chapter, I take the comparative analysis of four typical cities:the city of Shenyang, Chengdu, Shanghai, Zhengzhou. And then revealed some basic questions in the implementation process of the basic medical insurance for urban residents in China, Following, I take international comparisons with the basic medical insurance for urban residents and propose foreign reference of medical insurance for urban residents. The fourth chapter, it introduces residents medical insurance system implementation of the city of Shenyang and analyzes its urgency of establishment residents health insurance, in-depth analysis the implementation of features, and further elaborated the achievements in running of Urban Residents medical insurance as well as the problem and the proposal The case of institutional analysis in the city of Shenyang, it reflects some problems in the establishment and development of China's basic medical insurance system for urban residents.
