An Analysis Of Corporatism Decision Model

In the middle and end of the century of 20th, as a public policy system which is different from the theory of Country Authority and Pluralism Theory, Corporatism Decision Model became to be concerned by the researchers. On behalf of western scholars Philippe C. Schmitter,Scholars did the basic architecture for the frame of the model. The core assignment of Corporatism Decision Model is to orderly concentrate, integrate, and transport the different society interest appeals, thereby the integrated public interests can get into the scope of government decision-making by the institutional channels. The purpose of the Corporatism Decision Model is to realize the win-win cooperation between state and society, alleviate social conflict, and reduce the disharmonious factors which affect social stability.Corporatism Decision Model plays an important role in the area of Public Policy Analysis. It paved the road for giving more profound explanations than other Group theories to public policy by emphasizing the autonomous role of states in the public. The more important is the model promotes a new explanation through emphasizing the importance of the institutional relationship between state and society, which provides a more comprehensive explanation for the public policy. However, because of the history background and social environment, there are also many limitations of the Corporatism Decision Model, its normative and adaptive problem have been questioned by many scholars too. In this paper, the author teases the Corporatism Decision Model by the numbers, and gives a detailed exposition from the following five sections specifically:The first part, through the research of the Western religious traditions and political philosophy,the author considers that European Catholicism, nationalism and social organism constitute the ideological origins of the Corporatism Decision Model, and form its core value which is in pursuit of the harmony of the society. At the same time, the Corporatism Decision Model also found the supportive in the competition with pluralism theory of competition theory.The second part is the basis of this article, the author describes the Corporatism Decision Model's framework detailedly. Firstly the author deeply analyzed the core conception of the Corporatism Decision Model—"interests intermediation". Secondly, the author summed up the assumptions of the Corporatism Decision Model, at the basis of these, the author gave the Corporatism Decision Model a detailed interpretation of the basic content. The view of the Corporatism Decision Model is about the relationship between state and society in the policy process. It emphasized the leader power of the state, while also valued the function of the monopolistic interest groups which can integrate and transfer the social interests. In the policy process under the Corporatism decision model, the State realized the purpose of integrating the interest demands which are collected by the interest groups. To acquire the legal status in public decision-making, the interest groups also had to assist state in implementing policies for the price. Finally, the author highlighted the characteristics of the Corporatism Decision Model through comparing Corporatism Decision Model with Pluralism model in the methodology, the characteristics of interest groups , the role of state and other aspects.In the third part, the author specifically introduces the practices and successful experiences of the Corporatism Decision Model in Germany and Japan through the analysis of the two typical countries that used the Corporatism Decision Model.The forth part, through the discussion above, the author gives an objective and rational evaluation to the Corporatism Decision Model, and summarizes the theoretical value as well as the practical significance of the Corporatism Decision Model in the field of politics, economy, society and the policy process, while the author points out the limitations of the model.The fifth part, the author tries to analyze the applicability of the Corporatism Decision Model that applied to the society of China. The author summarized the Corporatism Decision Model with Chinese traditional culture and the actual conditions in many correspondences, as well as rationally analyzed the predicament that may face when the Corporatism Decision Model practiced in China. After comparing the characteristics and connotation of the Corporatism Decision Model with the national identity, the development degree of social organizations and the interactive relations between state and society in China, the author found out the gaps between each other, and then tried to put forward an ideal avenue by which the Corporatism Decision Model could be used well in China.Although this paper analyzes and discusses the Corporatism Decision Model deeply, and gives a more comprehensive understanding and elaboration to its theoretical value and practical significance, but it is still not very enough on the research adequacy. Meanwhile, although the paper summarizes the applicability of the Corporatism Decision Model that will develop in China, but how to draw reasonable factors of the model, break the differences in background in order to solve the problems during the period of society transformation in China, the author only provides exploratory proposal.The value of this paper is combing the Corporatism Decision Model itself, in order to do a good job for in-depth study of the academic. The future fate of the Corporatism Decision Model still needs the test of time, and for the model also needs further improvement in practice.
