Research On IPTV Industry From Game Theory View Based On Triple-play

At the beginning of 21st century, the concept of triple-play which means the integration of internet,broadcasting and television network and telecommunication network has been gradually accepted. IPTV industry has been born in this background, in the year of 2006, IPTV industry has reached a certain scale. The development of IPTV industry is influenced by many factors, including technical condition, network condition, market demands and government regulation. The key factor which may influence triple-play and the development of IPTV industry is government regulation. Between 2006 and 2009, the government did not adopt clear policy to regulate IPTV industry. Because of the shortage of policy regulation, there were a lot of problems in the IPTV industry to be solved. The key problems are the game between operator and government, the game between broadcast and TV system and telecom operators.In the January of 2010, the government proposed to speed up the process of triple-play, not long after that, the government gave a list of the first experimental city and promulgated the triple-play scheme. The government made a final decision that the broadcast and TV system had IPTV broadcast centre. Although the new policy figured out the old controversies, somehow, for new policy new questions spring up. For instance, whether telecom operators should obey the new policy, would it easily drop up IPTV broadcast centre? The strategy selection of telecom operators depends on the local government's attitude. The local government's attitude depends on the consideration of local economic interests, in one word, founding game model to figure out the best strategies of telecom operators and local government is very important. Besides, the new policy proposed the schedule of progress of triple-play. The schedule points out that the progress of triple-play should be divided into two stages. Each stage has its own situation and objective, this means in each stage broadcast and TV system and telecom operators has their own focus and strategy selection. It's important to combine the different characteristics of the two stages in order to analyze best strategy. Meanwhile, the analysis on the best strategy selection also has an effect on the development of IPTV industry.The innovation of this paper lies in careful study of the new policy on triple-play, meanwhile finally analyze the problems which have been brought up by the new policy of triple-play. The result of game could support the analysis on the practical problems. Finally analyzes and presents suggestions on different game parts. The government should perfect legislation, the broadcast and TV system should speed up the network transformation and the telecom operators should keep the bandwidth advantages. Only in this way can the IPTV industry has a bright future and make a contribution to economic development.
