AS the real estate industry in china has been fast developing in recent years, some defects and shortcomings of adjusting and controlling of real estate are emerging. These obstacles have side effects on the healthy development of the real estate industry in our nation. It is of great urgency for us to establish and improve real estate system. Analyzing the causes of the issues existing in real estate industry and learning from the successful experience in foreign countries, the author puts forwards some specific and instructive suggestions. The paper includes four parts as follows: In chapter one, the author clearly states the principal problems resulting from the real estate industry in china. First of all, there are some issues in affordable housing construction. The absent system and the unreasonable structures in real estate industry directly give rises to the housing demands which exceed greatly the housing supplies.In addition, the housing construction causes the over-consumption of resources and energy, which transcends that of many advanced countries in the world. What is worse, hoarding lands and biding up them far beyond their real values deteriorate the sound development of the housing market. Finally, in real estate industry, there is the improper structure of taxation system, the disorder existing in property tax, house rents and property management fees, and the unreasonable property expropriation system.In chapter two, the main reasons for the problems in real estate industry are comprehensively analyzed. Firstly, real estate policy in our nation is not accordance with the housing market. And the governments concerned are not willing to construct the affordable houses. These two reasons mainly cause the deficiency of real estate macro control. Secondly, both the initial stage of real estate in china and inadequate laws and regulations bring about the frequent occurrence of tax evasion. At last, by virtue of the defects of financial system, commercial banks face great investment risks and credit risks.In chapter three, to mainly introduce the successful experiences from the abroad real estate industries and to put forward the advisable enlightenment. American successful experience firstly is introduced. There are the healthy control system of real estate market and mature housing tax system. In America, the house market is characterized by the independent-private business modern, where the government plays the role of supervision and regulation, and investment. In Germany, there are also many successful cases of housing market. Germany is one nation, typical of welfare state. The government lays great emphasis on the benefiting houses. Besides this, the advanced supervision system ensures the reasonable land allocation and the affordable house price. In Singapore, the government-led policy has been carried out so as to deal with the land with a large population. The government concerned plan the housing structure, based on the income level. At the same time, It manages to take some actions to solve the housing problem of the low-income family.In chapter four, to clearly analyze the main issues in Chinese real estate industry and expound the involved measures. This part is the key of the paper. In the first place, given the fact that the central government make great efforts to support the construction of the affordable houses, we should try our best to allocate reasonably the affordable houses, enhance the supporting measures and improve the quality and price of the house. The land supply should also be attributed and planned in a sensible way. The over-use of the farmland should be strictly forbidden.The land inventory used in housing market should be controlled in a rigid way. More importantly, more attention ought to be paid to the eco-balance and the policy of environment-based development should be implemented. The central government must take practical and strict measures to put end to all the speculations in order to make the land use in the direction of transparency, market and fairness. In tax system, the unscientific and improper management fees should be cancelled. In addition, the standards of reasonable fees should be set up. The housing tax ought to play a vital role in control capacity of the housing market. In the second place, it is essential for the government to control the real estate industry. The housing industry in china is one pillar industry. So the prosperity and fall of real estate industry directly affects the overall development. The housing industry is involved in various industries. If the real estate industry comes into crises, the national economy will be seriously disturbed. In this sense, the sound development of housing market means the healthy of the overall economic development.
