Our Party's recognition and idea on Economic Development have experienced the transformation from"growth"to"development". This paper is mainly focusing on the transformation of China Economic Development Code, which will be represented in four parts.The first part is of some terms and basic theories related to the transformation of Economic Development Code. In the first place, we'll distinguish the Economic Development Code from Economic Growth Code. The Economic Development Code is about the methods, means and modes to accomplish the economic development, which including Economic Growth Code, as well as structures (economic structure, industrial structure, urban and rural structure, area structure, etc.), operational effects, economic benefits, income distribution, environment protection, degree of urbanization, degree of industrialization, level of modernization and many other aspects. Meanwhile, Economic Growth Code is the code of distribution, devotion, combination and use of factors of production. Therefore, it's apparently that the content of economic development is far richer than economic growth. But it's undeniable that economic growth has always been the profound premise and content of economic development. Second, the inspiration of Western Economic Growth code to ours is discussed. On the one hand, the one-sidedness of economic growth theories definitely affects the people's idea and establishments of economic policies. On the other hand, negative effects of economic growth code are at the cost of environment pollution and resources depletion, which deserves more attention. The third part will be discussing the realistic significance of Marxism Reproduction Theory to the transformation of China Economic Development Code. Only on the basis of fully understanding the content of Marx's general process of capital could Marxism Economic Theory be combined with current economic system restructure in China; also could the relationship between market mechanisms and national macro-control be balanced in the process of reforming and constructing of socialist market-oriental economy system. Last part reveals that the Outlook of Scientific Development is of realistic significance to the transformation of economic growth code in China. The Outlook of Scientific Development focuses on the"rational economic growth", and the"healthy situation"in which the economic growth takes place.The second part of this paper is mainly about the progress of the transformation of China Economic Development Code. It begins with the progress of the transformation of China Economic Development Code before and after the reform and opening-up. In the early years of New China, due to the lack of experiences on constructing Socialist, the"Soviet model"was used for reference in the economic structure. During the period of China's economic recovery, the"Soviet model"played a positive part. However, even now China economy still hasn't got rid of planned economy. After reform and opening-up, China has put more and more attention to the policy of opening to the outside world, and learned a lot from the theories and experiences of the current western economic construction, which went through transformation from the"Five outlook of development"to"Three means of development". Then what comes after is the current situation of China economic development code. Since the term of"transformation of economic development code"has been revealed, in order to accelerate the transformation, China has done a staggering amount of work to change the economic development code from extensive type to intensive type. The third part is the characteristics of China economic development code: the transformation of China economic development code is based on humanity; modern market economic system under the socialist basic system. In the last part, the problems of China economic development code will be discussed, which are the backwardness of economic development code; the low competitiveness of China economy; the intensifying conflicts between economic development and environment and natural resources.The third part of this paper discusses the hardship faced by China economic development code. The first is the restriction to the transformation of China economic development code is caused by urban-rural dual structure. China has the 2,000 years history of urban-rural structure under the feudal social system, which is the result of various factors in the history. Since the 30 years'reform and opening-up, although certain achievements has been obtained, urban-rural dual structure still could be got rid of, which is of serious constraint to the transformation of China economic development code. The second part is the unreasonable proportion in the structure of industry. In the view of structure of industry, the secondary industry is used to be the main industry that promotes the economic development. The transformation of economic development code requires the first, the second and the third industry cooperate together, which is the leading point and direction of restructuring the industry structure in the future. The third problem is that the economic growth relies mainly on investigation and export. The"Three carriages"of promoting economic growth, which are consumption, investigation and net-export, are of mutual restriction and dependence. Due to the government's over-excitation towards investigation and export, consumption in country keeps in the low growth, which makes investigation and net-export be the main part of economy growth. In the last part, structural optimization in the transformation of economic development code includes the balance in regional structure and the justice in the pattern of income distribution.The fourth part discusses the strategy to the transformation of China economic development code. There are various kinds of factors that influence the economic development code, which determines the multiplex of transformation of economic development code. At the same time, this variability of economic development factors determines the long-term mode of the transformation of economic development code. In the first place, the outlook of economic development needs transformation, which promotes the transformation of economic development code. The traditional outlook of economic development pays more attention to the growth of material wealth, while ignores the integrated development of society and human. It simply equals economic growth to economic development. We should dialectally view the material wealth growth and the integrated development of society and human. We also should change the development code thoroughly, and promote the new economic development code. According to the natural evolution rules of economic development code, along with the continuous improvement of production, technology, policies and education, the economic development code will continuously develop from quality-oriented to innovation-oriented. Second, we should promote the optimization of industry structure, including the manufacturing industry. Besides, we should also accelerate the development of strategic industries, service industry, energy industry, as well as the integrated transportation system. The third part is to consummate the market system: enhance property right-oriented law, strengthen the public ownership economy, and support and guide the non-public economy. The last one is the transformation of the functions of government. The functions of government are political function, economic function, and pubic management function. The transformation of the functions of government is the adjustment of structure, which are the changes of proportions and positions of different functional departments. This change promotes the reforming of government performance evaluation system.
