| With the development of the economic globalization and the advance of the whole world, coinciding with the start of the next National Twelfth Five-year plan period, colleges, especially the state-owned colleges, as the centre of the personal training and the main scientific research, which take on an important mission in cultivating high level talents and innovation of social talents, promoting the transformation of technology and industrial development, increasingly become the focus of public attention. These colleges have the most important function and underestimated position in national economy. As the reinforced material basics of the state-owned in personnel training and scientific research, the state-owned assets and the items of the assets management not only restrict the sustainable development of the state-owned university, but also, more importantly, affect the level of the national economics and civilization.The allocation of the resources of the state-owned university, financial management and other aspects of the work affect the management level of the state-owned assets. The management of China's state-owned assets has made a great progress so far. But there are still many problems. In this paper, combining the substantive work, I make a more comprehensive exposition and analysis on the status and problems of the state-owned asset management. And I have analyzed the various constraint aspects of the problems, drawing the lessons from the advanced experience and theories of domestic and foreign assets management, combining with the financial management and budget management of state-owned university, and make a basic framework and some management solutions to solve the current problems of state-owned assets in universities and to build a state-owned assets management system for intensive study. Finally, I had made a theoretical study in state-owned asset management mainly from the financial system and regulatory system. |
