Study On Management System Of State-owned Non-managing Assets In The Universities

State-owned non-managing assets in the universities is the assets which belongs to the university in order to fulfill the tasks of teaching and scientific research and to develop management operation of the universities ,but doesn't take part in the process of production and prosecution. The characteristic of it is non-increment, but need its security and intergrity. With the deepening development of the reforming and open polices, the forms and channels for the drainage of state-owned assets in the universities may be enforced, the rate of the drainage may speed up ,if there are no measures to be carried out to constrain the tendency, it will bring out our country and the universities themselves much more damages. Generally speaking, the quality of managing and administrating state-owned assets in the universities in China has a direct effect on the development of teaching and scientific research and on the benefit of the higher educational services. So it is very important to study the management system of state-owned assets in the universities.With a view to state-owned non-managing assets , this paper is studied on the system of it . The author adopted comparatively analytical method and qualitative analysis to analyze this problem on the theoretics basic of property right theory and submit-substitute theory. To begin with, the paper has had a study on the fundamental theories about state-owned non-managing assets in the universities, on there connotative definition, on the features of them. Secondly, the author has probed into the present conditions and the existing problems of state-owned non-managing assets in the universities. Lastly, on the basic of advanced experience of management, a united leading and third class management system was built to adapt to the management of state-owned non-managing assets, and a series of measures was carried out in order to perfect this system.This paper was divided into four parts .Chapter one is instruction including researching purpose and meaning, foreign and domestic researching status, researching methods and innovation. Chapter two is the correlation theories of management measures of state-owned non-managed assets in the universities including property right theory and submit-substitute theory, connotative definition of state-owned assets and state-owned non-managing assets and their features. Chapter three is the present conditions and the existing problems of state-owned non-managing assets in the universities including the evolution course of management on state-owned assets in the universities, the present conditions and the existing problems of state-owned non-managing assets in the universities and the draining channels of it. Chapter four is building a management system of state-owned non-managing assets including the instruction of advanced experience on management, the target of management on state-owned non-managing assets, the management system of it, and a series of measures was carried out in order to perfect this system.The innovation of this paper is to systemic roundly analysis state-owned non-managing assets, to define the concept of state-owned non-managing assets and to build a united leading and third class management system.
