Tourism industry is a newly burgeoning industry in Zhejiang Province and obtainde great emphasis by Zhejiang.The study is aiming at builiding of the regional tourism competitiveness model and analyzing the impact of rengional tourism competitiveness of various factors,to build a reginal tourism competitiveness evaluation index system.And it is also try to give suggestions on the tourism development of Zhejiang Province by provisional study of 12 coastal provinces and Zhejiang.The study mainly involves the theory of competition and tourism .The methods used in the study mainly include qualitative and quantitative methhods and so on.Statistical methods include principal component analysis and clustering analysis.In the part of theoretical study,firstil,the paper presents the model of regional competence evaluation focusing on Zhejiang,by deducing from former study and basing on the theory of competition and tourism.The model evaluates the regional tourism competence by eight factors.Secondly,it presents the system of the indicators of regional tourism competence evaluation.The selection of the specific indicatours is not simply based on tourism attarctions,but on the new development ideas such as sustainabiity.And lastly,it draws the conclusion by the analysis and test of the model and indicators of the model ,that is,tourism is a complex system and the factors affecting competence of Zhejiang can be dividede into eight factors,such as the tourism market,tourism resources,tourism enterprises,tourism development,o Pen competitiveness,local conditions,regional environment and regional enconomics.The performance of Zhejiang of tourism industry is finally depended on the competitive advantages while not the comparative advntages.The sustainable development of Zhejiang of tourism industry is rely on more integrate competence than the ralative advantage of resource itself.In the part of positve study,this paper evaluates thoroughly and systematically the compete- ce of Zhejiang of tourism and this provides fundamental thought and methods for some relative sthdies of some other regions.Firstly,this paper makes a analysis of the comparative advantage and disadvantage of Zhejiang tourism in terms of five factors.Secondly, this paper alculates statistical data and make a comprarative analysis of 12 provicial areas'tourism in terms of the system of the dindicators.And it compares the tourism competence of Zhejiang with the other 11 cosatal provinces .The main conclusions of this paper is as follows:The tourism comptitveness of Zhejiang reaches the upper level in the 12 provinces.It has some significant advantages of the tourism resources,location adavantages of the international tourism competitiveness,the regional environment,structure of huaman resources etc.So it suggests that Zhejiang Province should pay attention on the effectiveness of tourism enterprise,tourism investment,tourism high-level personnel training and rengional tourism cooperation in the positive efforts in order to improve the tourism competence.
