Yangtze River Delta region is China's core area, which has a high standing in the economic development. In recent years, the pace of regional economic integration is accelerating, including industrial,human resources,basic infrastructure facilities, etc, and human resources integration is the most important in the process of regional economic integration. Different from other resources, human resources'flow,scale,structure can't be controlled by one side, neither marketing or government, because marketing has its special rules. With in-depth research and analysis on regional human resources development of Yangtze River Delta region, we can get more experience about how to integrate human resources, which will help us to develop other areas in China.This paper consists of introduction, text, and conclusion. The test is five chapters in number.The introduction section introduces the issue,the definition of related concepts,thoughts and methods. Human Resource is a very wide concept, so according to the basis of the title, the paper firstly defines the concepts of human resource and human capital, then emphatically hackles regional public management including regional cooperation and competition theory, which make preparation for the following discussion.Chapter One hackles the reciprocity between human resources and regional economic development. First,Ⅰbriefly introduce the integration of international regional economy,Chinese regional economy and Yangtze River Delta regional economy. Then, emphatically enunciate human resources'pushing effect to regional economic integration and make sure the human resources tendency and integration background.Chapter two analyses the human resource situation of Yangtze River Delta. Firstly,Ⅰintroduce the situation of different regional human resources. Secondly,Ⅰemphatically hackle the distribution and flow history of human resources in Yangtze River Delta, including population and employee statistics,Changes in industrial structure and so on. FinallyⅠsummarize overall human resources information, and provide reason analysis for human resources integration of Yangtze River Delta.Chapter three deeply studies the regional cooperation for human resources integration in Yangtze River Delta. Because of the multi-roles, regional governments have conflicts of interests easily, On the basis of which,Ⅰexplore the necessary and feasibility during human resources integration, and on the other hand,Ⅰdiscuss the practicality and operation of human resources integration. At last, according to laws and regulations related to human resources specially Hukou regulation,Ⅰanalyze the difficulties about human resources integration.Chapter Four references the measures of EU and Japan. EU is the most mature regional economic integration area in the world, and Japanese regional development is very similar with Yangtze River Delta, so referencing related management method,configuration system,human capital investment,and industrial structure changes, is good experience for Yangtze River Delta's inspiration.Chapter Five presents some thoughts and measures to push Yangtze River Delta's human resources integration. On the basis of above analysis,Ⅰemphatically present that we should push the Yangtze River Delta on all sides, including goals,innovation,management and practicality, etc.The conclusion section briefly outlines the process of integration of human resources in Yangtze River Delta. But as know, the regional human resources system reform is a long and arduous course, therefore a temporary still can not resolve issues such as how to break the region administrative barriers to human resources market in free flow, which requires further study and practice.
