Regional integration becomes an important form of coordinating economic, exploiting advantages and collaborating development in recent years. The Yangtze River Delta, the Pan-Pearl River Delta and the Bohai Rim region approved by Chinese government recently are known for their strong momentum of development, which show the unparalleled advantage in regional integration. However, with the deepening of regional integration, there are a lot of deficiencies in human resource which is the most important resource, especially the strategy human resource which plays an important strategic role in regional development. Whether in quantity or in coordination degree with area, the existing strategy human resources cannot meet the demand of regional development, which becomes the bottleneck of regional development, affecting the speed of regional integration seriously. Besides, a series of problems such as aged tendency of population, income inequality and household registration which affects college entrance examination, and so on, affect the collaborative development of regional strategy human resources seriously. In the other side, research on regional integration mainly concentrated in regional development, industrial collaboration, while focused less on human resources, and research on strategy human resources focused more on micro-level of company while less on development and management of strategy human resource from a regional perspective. Therefore, this paper takes human resources as the research object, explors the factors affecting collaborative development of regional strategic human resource from different angles such as environment, input-output and degree of collaboration, so as to establishing a collaborative development evaluation model of regional strategy human resource, and describs the situation, puts forward effective mechanism to solve the problem.Firstly, this paper reviews the existing research results and the basic theory of regional integration and strategic human resource management at home and abroad, which lays theoretical foundation for the study, and provides reference. Secondly, based on the existing research results and experts’opinions, this paper explores a various factors which affect the collaborative development of regional strategy human resources, and thus establishes a preliminary evaluation model. Thirdly, according to the Statistical Yearbook of China and related provinces and cities, as well as population census data, this paper selects15representative indicators of20provinces and cities belonging to3regions in our country to input the evaluation model, and to determine the main factors affecting the development of regional human resources and its degree of influence by factor analysis method, to determine the weight of each indicator measuring the development degree and the one measuring the cooperation degree by the variation coefficient method and the entropy evaluation method. According to the results, the evaluation model will be modified, and the final evaluation model about the development of regional strategy human resource association will be obtained. Finally, the paper takes the Pan-Yangtze River Delta for example, selects data of the collaborative development in strategic human resource in the past five years to describe the development situation of Chinese regional in recent years, and puts forward corresponding measures and suggestions, as well as settlement mechanism.This research establishes an integrated measuring model for collaborative development of regional strategy human resources, explores the full picture of collaborative development of strategy human resources in three regions and the development trends in recent years. It also proposes effective settlement mechanism, realistic path and environment support system for the government, enterprises and universities, society to refer to. According to the results, the coordinated development degree of the Pan-Yangtze River Delta in strategy human resource is the highest in both the development and the coordination degree out of the three major regions in China, and it has been rising in recent years; the problem in collaborative development of Chinese regional strategy human resources is still in the shortage of regional talent, and playing the leading role of government and the advantage in resources allocation of market is the most effective mechanism to solve current problems; Meantime, since it is a complicated and slow process to enhance the synergy degree of strategic human resources, talent development meeting the needs of regional industrial and regional development is also a long-term and arduous task.
