| Property right is the most core and most important question in the economic system research. Because forest resources have the important ecology and the economic value, its character of public goods and the externalities determine the particularity of the property right form of forest, woodland and wood. The rational of forests property right system can affect the development of forestry and its'interrelated industry, the development of social economy in collective forest region, the general farmer's forestry production activity as well as the income, and ultimately affect the realization of forestry sustainable development. Since the foundation of the People's Republic of China, the property right form of collective forest has experienced complicated changes. Under different social background, the reform of each phase took a positive role, and also had its limitation in system arrangement. With strengthen of the market economy system reform in China, many problems in forest property right system at present (i.e. the main body of the property right is not clear; the responsibilities, rights and benefits is not corresponding; the right of proceed cannot be realized etc.) emerged increasingly. Gaomi city has began to reform, the central content of which is clarifying the property rights, lightening the tax and fee, setting free the management and standardizing the transfer of property rights. Though some effects have been acquired, the particularity and complexity of the forestry property right system have objectively determined that the reform is a long term process, which need constantly improved.
