Entering the 21th century, as the electric power system developing rapidly, the structure of grid becoming weaker and weaker. The problem which electric resources not getting used efficiently is obvious. This problem seriously restrict delivery capacity of the grid. Hanan substation No.2 transformer project is re-construct a new transformer by three standby transformer in three different places. That is the first trial of re-construct new transformer by spare transformer interiorly, at the same time,that is very meaningful for delivery capacity and making good use of idle electric resources of eastern grid of heilongjiang province.This project not only has common character of electric construction project,but also has danger on transportation, maintenance and operation.In order to accomplish the project,this dissertation taking the study of risk management on this project.First of all,this dissertation is based on the backgroud,content,characteristic and progress of Hanan No.2 transformer project,which summarize project's risk trait and possibility of risk source in order to find out risk factor. This article divide the source into two types,technology and non-technology, analyse the risk factor detailedly.Secondly, After confirming risk of the project,we make use of risk matrix theory to design a risk matrix model for Hanan No.2 transformer project. Classifing risk possibility and incidence focusing on two category sum to 15 risk factors.In the end, the dissertation bring forward 6 strategies and 3 supervision and control methods according to trait of the project. Working out risk strategy and precautionary measure. At the end of this dissertation,we putting forward the safeguard measures of project risk management research.
