"Market for technology" was proposed as a basic policy of attracting foreign capital by Chinese Government in the 1980s. It refers to the process of attracting foreign investment and promoting the domestic technology level in the developing countries by exchanging domestic market for technology with their market potential and preferential policies. As the policy has been implemented, an influx of foreign enterprises directly or indirectly transfer technology to China through technical trade, subsidiary and strategic alliances. By technology transfer, most foreign companies expand or even dominate Chinese market and gain a lot of market interest as well. However, Chinese enterprises fail to get and learn the core technology of foreign enterprises. In the technology alliance especially, foreign parties usually blockade on the core technology and control the key area, which makes them eventually become the sole controlling party and makes Chinese enterprises generate technology dependency. Therefore, under the "market for technology" policy the effect of technology transfer didn't perform as good as we expect.As to the reasons, the key point is that the technology capacity of the two parties in the alliance is so unsymmetrical that the foreign partner doesn't have an effective motivation to share their core technology with its Chinese partner. The weak absorptive capacity of Chinese enterprises makes it hard to learn and absorb the technology transferred by their foreign partners, and also puts them at a disadvantage place in the bargaining process. Foreign partners gradually control the alliance and tend to make the technology transfer decisions that are unfavorable to the Chinese enterprises. Therefore, Chinese enterprise must improve their technical capacity in order to promote their foreign partners to make decisions in favor of them. The formation of University-Industry-Research linkage is the best way to achieve this goal. Thus, it is practically significant to study the technology transfer in Sino-foreign technology alliance in the view of promoting Chinese enterprises by the formation of University-Industry-Research linkage.Based on the practical obstacles of technology transfer in technology alliance, this paper first discusses the two technology transfer modes. The technology transfer modes selection game in Sino-foreign technology alliance is established to analyze how the participation of Chinese University-Industry-Research linkage affects the technology transfer strategy of foreign enterprises. Then a bargaining model in R&D alliance and an evolutionary game model in technology transfer alliance are establish to analyze if the participation of Chinese University-Industry-Research linkage would promote foreign parties'technology transfer level. Finally, based on the conclusions of. the model, it is discussed the participation mechanism of the University-Industry-Research linkage in Sino-foreign technology alliance by analyzing its formation modes and participation modes. In the case study, this paper takes the SAIC motor as a typical example to examine and apply the results.
