With the continued increase in trade imbalance of China and the United States, the United States increasing trade protection measures, from the simple to the original anti-dumping and countervailing later, to the most recent anti-dumping and countervailing duty, this marks the "double reverse" has become another important trade protection measures of the United States after anti-dumping measures, technical barriers to trade, special safeguard measures, exchange rate, intellectual property protection. As of January 2010, the United States initiated 24 cases to Chinese products from the "double reverse" and focus on the iron and steel industry. Obviously, for now in the process of economic transformation in China, the United States implemented this new initiative will seriously affect the related products of China in the U.S. market competitiveness, and thus their serious negative impact on exports, and possible lead to other importing countries to follow up a chain reaction, cause a negative impact in the international market for Chinese products, which is even worse in the economy situation of China trying to get rid of the adverse effects on the global economic crisis.In this regard, from a quantitative point of view deeply analysis the U.S. "double reverse" measures on the impact of China's exports become important research topic, this article attempt to conduct empirical research on this issue. In this paper, the first part is explore the U.S. anti-dumping and countervailing legitimacy and rationality from a legal perspective, and integrate the economic trade and political factors in the perspective of anti-dumping and countervailing measures, and then summarizes the determinants are:gross domestic product growth, exchange rates, unemployment and policies, etc. In the part of empirical analysis, selecting the typically involved products, from January 2005 to December 2009, construct the panel data model, using a double difference method to empirical analysis the impact on the products'export and growth rate for the United States adopted anti-dumping and countervailing measures. The results showed that:the "double reverse" measures to the six types of product exports have a significant negative impact. In the last, according to all the theories and empirical analysis achievements, this paper discusses the approach to anti-dumping and countervailing measures and put forward some advices.
