The Evaluation Of The Rural Information Service System In Anhui And Analysis Of Its Related Countermeasures

In the process of human being's agricultural production and social practices, information driven agriculture is a high technology of wide spread adaptation of telecommunication and information, which take full advantage of information sources and promote development of agricultural economy and social progress. The built-up progress in service system of information-driven agriculture accounts most important in realizing a information driven agriculture. In October,2006 Agriculture Department passed On further development of information driven agriculture. During the Eleventh Five Plan, China has made great progress in this field, but still lack behind compared to that of developed countries. As a agricultural province, An hui could achieve strategic rise and prosperity through the way of transferring from traditional to modern agriculture with the help of information-driven agriculture service system.It is suggested that scientific assessment for information driven agriculture service system be built upon learning lessons from developed countries'experience, objective analysis of practical situation in An hui province and reviewing current system. Comprehensive assessment would help to propose advice and countermeasures for speeding up construction of information-driven agriculture system, which could benefit enhancing informationization, facilitating productive flowing, increasing farmers'income, decreasing rural-urban divide and solving the problem of "Last Mile" in information driven agriculture.This paper starts with a general review of information driven agriculture service system domestic, abroad and in An hui province. Secondly, on the basis of quality analysis, taking account of specific features in Anhui province, comprehensive assessment system would be scientifically established and evaluation model with mathematics and applied statistics be set up. Finally, based on evaluation results and practical problems, suggestions on accelerating the building of information driven agriculture in Anhui province are to be put forward. Experience in major developed countries, construction characteristics in domestic system are considered and objective analysis on the shortcomings in current system is coped with.Chapter four is studies the current situation and problems and evaluates the service system in Anhui province comprehensively. This part reaches conclusion from overall assessment, adopting math model and proposed evaluation system. Deep research elaborates restraints in the building of information driven agriculture service system.Chapter five puts forward feasible measures for the development of information driven agriculture service system. Applicable advice and policy are proposed on the basis of evaluation and major problems in current system.The last part is devoted to conclusion.
