Study On The Environmental Performance Evaluation Based On DEA

With the people's awareness of environmental problem increasing, environmental protection has already focused the world's attention. The extensive economical growth way of china results in severe environment contamination and ecological disruption, it threaten ecological balance and human health, affect economic and social continuously development. The Party put forward suggestions that the first consideration should address serious environmental problems that were endangering people's health and continuously development, build a friendly surroundings society which economizes resources. It's time for paying more attention to environmental problems, environmental performance evaluation is an effective supervision way which can promote enterprise low loss and energy saving.Environmental performance refers to the achievements of fighting against environmental pollution, ecological damage reduction, and environmental quality improving. Environmental performance evaluation assesses the achievements, improve the existing problems to achieve the purpose of resource conservation and environmental protection. Therefore, finding a suitable method to evaluate enterprise's environmental performance has become the most important thing. Based on the article's background and support of the theory of DEA, This paper uses the method of DEA which find a reasonable solution tool for Quantitative indicators. The paper describes the following three main parts:(1) Basing on theoretical basis of business environment performance evaluation of DEA, introduce the advantages of DEA as a mature evaluation tool, then describe the necessity and feasibility of DEA, and at last introduce general idea briefly, that is the steps of evaluating enterprise environmental performance with DEA.(2) The concrete steps of Environmental performance evaluation based on DEA: The first is the definition of decision making unit (DMU), including the principles and number of DMU, which have the same basis for comparison object. The second is the design of input and output indicators, considering the comprehensiveness and representativeness of the indicators, divided them into two major categories which consist of key indicators and supporting indicators, provide variables for evaluation object. The third is the model selection and implementation, DEA has many models, choosing a suitable model for solving is important. Finally, the results need present and interpretation.(3)For the steps of environmental performance evaluation, select Haier as the target company, evaluate Haier's environmental performance and draw the corresponding conclusions and policy recommendations.This article uses writing methods of statistical analysis and case study, both belong to the normative research, statistical analysis method needs more data and mathematical statistical model, case study need data to test that based on the mathematical model, which make results more persuasive. In view of this research topic, it's a general idea with Statistical analysis and case study method.Through the above study, it's a preliminary attempt to evaluate businesses environmental performance with DEA, determine the steps of the evaluation of environmental performance:select the same type of DMU, design reasonable input and output indicators, DEA model can evaluate environmental performance and the results can be quantified, and also may show resources waste and environmental management deficiency and provide data support for policy measures.The innovation lies in the article is that the first time applied DEA to evaluate the enterprise's environmental performance, besides, design indicators combining the characteristics of environmental performance, make results quantitative, lay the foundation for energy-saving and environmental management.
