At present, agricultural land mortgage, home mortgages are allowed all over the country. This gives farmers a complete property rights and it solves the problem that some farmers need the credit of farmers but they do not have enough mortgage. In the long run, it has positive signification for the farmers to use their "two right" as mortgage to solve the short of mortgage and improve agricultural finance. Meanwhile, the turnover has changed the traditional simple mode of production, rural land-intensive and scale of the progressive direction, to effectively improved the productivity of the land and the commercialization of agricultural products. On one hand, the start-up of this business not only promotes the turnover of the land, scal operation and the development of modern agriculture, on the other hand, it guided financial institutions to change their traditional credit model, attracted more money into the rural economy construction, thus promoted the form of intensification of financial models and small amount of credit and other multi-mode formation.With the expansion of the scale of transfered rural land, due to the lack of effective security interest, the scale growers and other business entities to further highlight the funding problem. Under the guidance of People's Bank branch of Laiwu, Rural Credit Cooperatives of Laiwu in accordance with "first pilot, making steady progress" principle, tried to start business of the agricultural mortgage loans, effectively break the scale farmers and other business entities'financing problems. Accompanied by "approaches of rural land contracting in Laiwu City, the franchise approach to the work of mortgage loans" were introduced, agricultural land mortage of contracted management rights begins to appear and the problems also appeare.Through the analysis of the difficults of the running of farmer'mortgage system, then to study the problems in the business to start agricultural mortgage. From the view of government, financial institutions, farmers and other relationship, we try to improve land management right mortgage system, strive to get progresses in the process of solving the "three rural" development.This paper aim at promoting the steady development of agriculture and keeping a constant increase of farmers'income, analysis the status of the business of agricultural land mortgage, and revealed the plight and main problems of the work.. for farmers with the formal financial institutions lending practices in-depth analysis to find out the process at every stage of the impact factor, summed up the root causes of the failure of a loan, as well as the conditions for success must have help to find effective policies and measures for households and financial institutions to create a good environmental lending and borrowing conditions to guarantee the loans carried out smoothly. At the same time, this paper calls for forming small loans system of Laiwu basing on other zone'successful experiences. So that it can support enough finance for the development of farmer'production, meanwhile, it will support enough external finance for the development of agriculture economy.
