With the rapid development of agricultural modernization and scale in China,and the optimization and upgrading of the agricultural industry structure,the rural economy has gradually exhibited diversified characteristics.The transformation of traditional agriculture to modern agriculture requires a lot of financial support,and lack of funds has become one of the important factors that restrict the economic growth of China’s "three rural".Under the traditional model,the credit mechanism for financial institutions to issue loans is based on family property and income.In the case of rural assets that cannot be mortgaged,most farmers are unable to meet the requirements of credit loans,causing financing problems in rural areas today.Although the policy of financial support for farmers and benefiting farmers has been continuously introduced,the actual implementation effect has been greatly reduced,and the overall rural financial services have not been improved.In recent years,the state has continuously innovated institutional mechanisms and,on the premise of adhering to collective ownership of rural land,has promoted the gradual separation of management rights and contracting rights,forming a pattern of separation of ownership,contracting rights,and management rights.Support the pilot of mortgage loans for rural land contractual management rights.This rural inclusive financial measure is an important measure for the Party Central Committee and the State Council to further promote the reform of the rural land system,deepen rural financial reform,and stimulate the new momentum of agricultural supply-side structural reform,breaking the bottleneck restricting the financing of agriculture,rural areas and farmers.The mode of production and operation,enhancing the comprehensive agricultural production capacity,and promoting adaptation to the development of new urbanization have far-reaching effects.On the basis of continuously improving the rural property rights market,the rural land contractual management right mortgage loan business is explored to give farmers more property rights,so that it becomes a reality that farmers rely on their contracted land management rights to obtain credit funds.The sustainability of China’s agricultural development provides a solid guarantee.Since Guoyang County was approved as a national pilot county for rural land contractual management right mortgage loans in December 2015,local governments have explored new models of financial support for agriculture in light of actual conditions,carried out various tasks in a safe,orderly and efficient manner,and effectively revitalizedrural land Resources,activate the power of agricultural land,further deepen the reform of the agricultural-related financial system,and gradually explore the inclusive model of peasant households contracting land management rights.This article analyzes the supporting measures,operation mode and development effectiveness of rural land contractual management right mortgage loans in Guoyang County through extensive reference to theory and literature,and explores the problems existing in the process of this work,and at the same time comparative analysis The experience of rural land mortgage loan development at home and abroad is used for reference,to provide suggestions for better promotion of land contractual operation right mortgage loans in rural areas of Guoyang County,and to provide references for other regions to develop rural land contractual operation right mortgage loans.The study in this paper found that the development of rural land contractual management right mortgage loans in Guoyang County eased rural financing difficulties,made up for the shortcomings of rural financial services,and improved the local ecological credit environment.Over the past four years,public opinion on this work has been well reflected;but also There are problems such as inadequate legal guarantees,insufficient guidance of local governments,insufficient completion of mortgage land disposal mechanisms,and lack of a scientific and reasonable value evaluation system.Based on this,we put forward efforts to improve system guarantees,give full play to government guidance,and optimize financial products.And service innovation mechanisms and other policy recommendations.
