A Study On Government's Behavior Towards The Returning Of Rural Migrant Labor Force

With the development of China's economy and society and the changing of the world economic situation, especially the outbreak of the world economic crisis in 2008, the problem of rural labor force's going back is becoming more and more serious in our country. In order to properly solve the problem, then to promote the stability and harmonious development of economy and society, our government has taken a positive response, back issues have been resolved to some extent. However, in order to fundamentally solve the returning problem, we also need to analyse the problem systematicly and deeply, make clear the returning causes and effects comprehensively, and treat the government's behaviors and shortcomings objectively when they cope with the returning problem, then we can put forward correct and comprehensive suggestions for the problem's smooth solving. Firstly, this paper reviews the former research about our country's rural migrant workers'returning, and accounts for some relevant concepts and theoretical basis of it. Then it comprehensively analyses the status, characteristics, causes and effects of rural labor returning, points out some features manifested in the returning process, such as: the imbalance of the return region, the passiveness of the return will, the progress and labor in agriculture of the returning force's quality and so on, classifies two kinds of reasons, such as: active return and passive return, and analyses the active and passive effects as for the problem. Next it analyses the central and all levels local governments'behaviors when they deal with the returning problem, and show clearly the shortcomings existed in the dealing process, such as: the political participation mechanism of rural migrant labor force is not perfect, the channels demanding interest are blocked, the economic income is not optimistic, the laws and regulations safeguarding migrant labor force's legal rights are imperfect and so forth. Finally, it puts forward the countermeasures and suggestions for the government as they cope with rural migrant workers'returning problem, which consists of establishing a sound political participation mechanism for rural migrant labor force, establishing sound laws and regulations safeguarding migrant labor force's legitimate rights, establishing the social security system which is appropriate for the rural migrant labor force, actively expanding the employment channels and building up business service systems for the returning rural labor force and so forth the five aspects.
