Research On Management Of Circulation Of Food Safety Supervision

Food safety issues related to people's health and safety, relating to economic development and social stability, and to civil society and the government's trust. To make sure food safety, we must strengthen the Government's food safety supervision responsibilities. As a principal food safety supervision, it's responsible for government to have a participation in legislative and executive supervision, to serve the community and guide the industry. China's current food safety supervision model is focus on section regulation, then on species monitoring. This kind of model has made a positive contribution to promote food safety in China.Firstly, this paper started from our circulation of food safety supervision and management. It expressed the article's research background, and then explained the purpose and significance of research, then gave a brief review related to research in China and abroad. Secondly, this paper started from our circulation of food safety main supervision and determining responsibility. It expounded China's establishment of the main food safety supervision. At the same time, it pointed out the responsibilities of China's principal food safety supervision. Then, the article introduced China's current food safety supervision model, and explained the circulation of food safety supervision in China's basic situation. It pointed out the main problems of thecirculation of food safety supervision in China: defects in the legal system, low market access threshold, non-uniformed food standards, imperfect food inspection system, delayed construction of credit system in food safety, crossed regulatory functions.In addition, it introduced the practice of food safety regulatory approach of United States, Japan, the European Union, Canada and other developed countries, drawing on a number of valuable experience, pointing out that the key to ensure food safety is to build an advanced system of food safety standards and inspection systems and improved supervision management system. Finally, it discussed how to build a long-term food security in China's circulation control mechanism:improving legal system of China's food safety, building a system of government regulation which is focus on food security and with a number of others, improving the food market access system, building a entire circulation of food safety supervision mechanism, establishing a sound credit system for food safety.
