However, in 2004, " Fuyang milk powder case," 2005 "Sudan incident",2006 "Red egg incident",2008 "Sanlu milk powder incident," 2012 "medicinal industrial gelatin capsules," a series of food safety incidents occur frequently, people’s health is seriously threatened food consumption aspirations, but also exposed China’s food safety in the production, processing, marketing and consumption of various aspects of the existence of a huge risk, government food safety supervision administration department faced serious challenges.Currently our government is one of " sub-regulation based, full supervision supplemented by" food regulatory system, the administrative department for industry and commerce bear the circulation of food safety supervision, to actively carry out food safety supervision, to create ease and harmony consumer environment, the business sector in urging guidance, regulatory inspections, administrative enforcement has done a lot of work to purify food market environment also played a lot of positive role. But because food distribution has many, many fields, multi-link feature, the business sector in regulatory practices to address and solve the many problems in the developmentIn order to further improve the business sector, food safety supervision work within the circulation, the paper new public management and public economics theory as the theoretical basis to Siyang Suqian City of Industry, food safety regulation in the circulation of knowledge objects for their food market access management business entities, the circulation of food quality sampling, monitoring of system behavior in the food business, food safety special law enforcement to investigate illegal business, according to accept and process consulting, appeals, reports and other aspects of the management of the consumer were analyzed. Studies suggest that the results of the work of Siyang County Business Council in ensuring food safety is positive and effective, but still there are security risks, such as rural food markets higher percentage of operating without a license, food testing technical and non-technical contradictions current industrial and commercial personnel very prominent, certificate and invoice system, buying and selling ledger system, and examine the effect of purchase inspection record system in rural areas is very poorly implemented, special enforcement action often leads to a lack of standardization and continuity of law enforcement, consumer rights awareness is not strong. These causes circulation of food safety issues are very complex, which includes both administrative supervision and regulatory system, administrative efficiency and effectiveness, but also with the operator’s business philosophy, consumer spending habits and supervision related concepts and social forces. Studies suggest that these problems and security risks require government regulators to work together with the whole of society is possible to solve, how to ensure food security in the circulation, to establish a government based administrative supervision, the whole society to supervise food safety assurance system, the the main task of the future industrial and commercial administration. In order to improve the level of circulation of food safety, this study developed through the analysis of food safety regulatory approach, drawing on the successful experience, that:first, the need for reform in the government regulatory system, regulatory methods, integration of current existing regulatory body, improve the circulation of food safety supervision ways; second, improve regulatory technical capabilities, establish and improve the inspection agency data sharing platform; third, strict market inspections, increase efforts to punish violations and malfeasance; fourth, strengthen food safety laws and regulations related to science knowledge and education, strengthen food safety supervision and social forces. Studies suggest that the above efforts possible to gradually form a government public management as the core, the whole social security system to build food security situation.
