The Feasibility Study On "Every Village Water Project" In Laiwu Rural Areas

With the rapid development of the national economy, a sharp increase in water demand and contradiction between water supply and demand has happened, and water scarcity has became an important factor for obstructing rural economic development in urban Lai and restricting to improve people's life. "Every village water project" is an important measure to further narrow the urban-rural differences, to practice the "Three Represents", to implement the scientific concept of development and to address the farmers suffering, building a moderately prosperous society. In order to develop rural water supply project and implement the plan in rural areas as soon as possible, to realize urbanization of rural water supply, integration of urban and rural water supply, to promote the rapid development of the local economy, Lai City Water Authority investigates water supply problems in 15 towns and townships (Office),871 village. On basis of the investigations,665 villages are determined to build "every village water project." The paper analyses feasibility of this construction project.This paper studies feasibility of Lai urban rural "Every Village water project", with combination of theory and practice analysis, through researching geography, project plan and profits, the conclusion of feasibility is formed. The paper is divided into six parts, the first is introduction; and the second is the theory of feasibility analysis, which summarizes achievements inside and outside China; the third is to analyze feasibility of rural "Every Village water project", and according to the guiding of the construction, it is divided into six partitions, set the overall goal of the project and a detailed construction program; the forth describes the construction organization design and management mechanism, indicating the construction methods, construction conditions, construction organizations, regulatory agencies, arranging the construction progress, reforming the management system to ensure the smooth implementation of the project; and the last is conclusion, that is we think that the project is feasible, and the price of water should be raised.Briefly, It is feasible on geography, project organization, management and the fund, and it not only obtains certain economic efficiency, moreover also has a good social efficiency. Above conclusion is the important basis of the investment decision, the basis of fund raises, the project feasibility study carried analysis to the economy, the financial norm, from which can keep a abreast of the fund raise ability and repayment of principal ability and also the profit ability; It is the basis of the design project description, the feasibility study has made the arrangement to the developmental item suggestion scale, the construction content and the construction standard and so on, these are the bases of the project design description。...
