The definition of Occupational pension can be summed up as follows: under the guidance of national policies, enterprise will, on the basis of its own economic strength and management condition, establish a kind of system which aims at providing extra retirement incomes for employees except for basic endowment insurance enforced by the government. Occupational pension, unlike basic endowment insurance or commercial insurance, is an important complementarily for the basic endowment insurance. Due to the aging problem which brought about heavy financial pressure on the basic endowment insurance since 1980s, more and more countries in the world began to pay attention to the occupational pension. Meanwhile, governments also encouraged enterprises to establish occupational pension system by all means, most of which had instituted related preferential levy policies. In 1995, the"three supports"endowment insurance system (including basic old-age insurance mainly supported by nation, occupational pension mainly supported by company and private saving insurance mainly supported by individuals) was preferred by the World Bank and was thought much of by governments as well as theoretical world.However, with over 10 years developing period from assuming to now, the history of occupational pension in China is still very short. On the beginning of 1990s, China brought forward the idea of establishing"three supports"mode of employee endowment insurance, including national basic endowment insurance, enterprises supplying endowment insurance and individual saving endowment insurance. In the year 2000, Chinese government decided to make enterprises supplying endowment insurance as occupational pension, and then promulgated a series of concrete operational rules of occupation pension. Big success of occupation pension has been achieved in China under the great support and right guidance of the government. Anyway, as the economy in our country is still in a changing stage with a heavy history burden, national basic endowment insurance system is not consummate. Compared with developed country and some developing country, the development of occupation pension in China is still hysteretic.This thesis initially began with the concept of occupational pension, and then expanded its basic theory, characteristic, and the differences among the occupational pension, basic endowment insurance and commercial endowment insurance. And also, it analyzed the characteristic of the occupational pension system in detail. After enumerating the development history and present status of the occupational pension system in some developed countries and developing counties, it summed up some advanced experiences worthy to learning about. Meanwhile, many factors that currently restricted the development of occupational pension in our country were also summarized on the basis of the establishment and development courses of the pension and its present status in China. Then this thesis provided some suggestions for the further development of occupation pension in our country, such as consummating the system of occupational pension investment, management and supervision, and formulating the preferential tax revenue policies which can encourage the development of occupational pension, and so forth.
