Coal is a very important resource in China; it occupies an important position in our energy consumption. However, the security situation of domestic coal mines is grim now, the total accidents in coal mines remains high, particularly appears some serious accidents. One of the reasons for this phenomenon is the serious shortage and irrationality of coal enterprises safety investment. To make the coal mines to achieve a fundamental improvement in the security situation and the entrepreneurs believe that the safety investment is profitable; we must improve the safety investment mechanism of coal mines and ensure that the safety investment in scientific, rational and efficient. Therefore, this article combines qualitative and quantitative research methods, in-depth analysis of the coal mines safety investment status and influencing factors, to build a coal production cost index system, analysis and assessment of safety investment and safety benefit of the coal mines, propose the safety investment decision-making optimization model of the coal mines, deeply thinking of series issues which include quantitative security degree, confirmation of safety investment value, choice of safety investment direction and structure of safety investment, put forward my views and importance of safety investment theory and practice for the coal mines. Main research contents and results include:(1) Building the coal production cost index system in coal mines. Security costs include two parts of safety investments and accident losses; define the boundaries of security costs and production costs two aspects of mining methods, geological and technical conditions of mining , the measurement of the accidents loss is divided by 4 levels.(2) safety investment, accidents loss, safety costs of the coal mines the to be respectively carried out a regression analysis with security degree by using of STATA software, obtained the fitting equations and fitted curves between security degree and other three aspects. Provide the basis for security degree quantification.(3) on the basic of the coal production cost index system in coal mines, create safe investment optimization model by using of C-D production function and empirical analysis of safety investment data in 1999-2008 from a coal mine in Shanxi Province, finally get the conclusion of the optimal enterprise safety investment and sub item investment schemes under the condition of fixed K value.
