Coal is an important basic energy in China, and occupies an important position inChina’s energy consumption. Coal enterprises Efficient and safe production guaranteethe adequate supply of coal resources in China. Eleven five period, governments at alllevels took many measures to ensure safe production in Coal Enterprises,but thecurrent situation of safety production of coal enterprises in China is not optimistic,major accidents occurrence frequent, one million ton mortality remains high.Comprehensive analysis,one of the major reasons for this situation is the lack ofscientific and reasonable planning in coal enterprises’ safety investment. Many coalenterprises face with the decision-making problem, for example, how much coalenterprises should invest and how to allocate reasonable in order to achieve goodsafety effects as much as possible.Through the analysis of basic theory and characteristics of the safety invest, thethesis introduces the marginal theory methods of economics to determine the bestinvestment point in safety, and make a dynamic analysis. Because the information ofsafety input system is not completely clear, the thesis makes use of grey system theory,and takes key coal enterprises in Henan Province for example, first predicts the totalsafety investment through the gray forecasting model and makes precision inspection,and verifies the reliability of the model; followed by the use of gray system model, itcalculates correlation degree of partial safety investment and accident economic loss,and gets the importance sequence of partial safety investment; last puts forward severalproposals aimed at strengthening safety investment management of coal enterprises.
