Our country is an important coal power,coal resource is an important strategic energy resource. Its production and consumption are one of the world's first. The present situation is still severe of safety production in China's coal mines that the total coal mine accidents is still high and the severe and great accidents occur frequently. The national economy suffered heavy losses. One of the most important reasons of which is the deficient and inefficient safety input in coal enterprises.Based on the related research results, the paper utilizing the theories and methods of safety economics, safety engineering,safety management, statistics, investment, the concept of safety investment and related theory were given. Then the status quo and its influence factors of domestic coal mine safety input and structure were analyzed. A comprehensive evaluation indexes system was established combining the reality of coal production. Introduced the model of the grey prediction theory and modeling using sequence grey prediction plans and procedures.Utilizing Grey prediction which is the most widely used in grey forecasting theory, the model and prediction methods of a coal mine in Shanxi are proposed and established.Based on theexisting safety investment optimization method in coal mines,create safe investment optimization model by using of Analytic Hierarchy Process(AHP) and empirical analysis of safety investment data in 2008-2013 from a coal mine in Shanxi Province,finally get the conclusion of the optimal enterprise safety investment and sub item investment schemes under the condition of fixed total safety input. It provide basis for establishing and perfecting safety investment theory, it is significant for solving the coal enterprises' existing problems of safety investment, helping enterprisestodevelop safety source scientifically and effectively,reduce the mine accidents.
