The establishment of the rural household contract responsibility system gives back the rights of land contract and management to the hands of individuals after the reform and opening to the outside world 30 odd years ago. Such institutional arrangements has brought about tremendous energy for the rural economy and the rural economy has made great strides afterwards. However, with the continuous development and increasing urbanization of China, agricultural land transfer and acquisition are much more commonly seen than before. The original outskirts merged into the urban area, which made the contract responsibility system based on land lost its economic function. A large number of villagers who lost their land transformed into urban village citizens; the original land use right they rely on has existed in name only. Social security, health care, employment and other problems of those landless peasants emerge gradually, and the following by "urban village" collective asset disposal has also become a prominent issue. How to eliminate the institutional obstacles to make the rural public sector in the market economy more dynamic, and to build urban-rural dual structure has posed difficulties for us.With the careful sorting out of the historic changes of rural economic structure since the land reform in China and detailed analysis of the reasons and environments such changes caused, combined with the specific Xi Bai Yang village of Shengze Town condition, this paper studies the pros and cons of joint-stock cooperative system reform and strategies for sustainable development. Under the perspective of village autonomy, through the influence analysis between the democratic system and the shareholding cooperative system, three creative thinking are put forward:openness, fairness and public nature. Through these innovative thinking, the author put forward his own solutions for sustainable development and its improvement so as to promote the preservation and appreciation of rural collective assets, protect the legitimate interests of collectives and farmers, enhance the rural development of deliberative democracy.
