Research On The Reform Of Stock Cooperative System In Rural Collective Economy Of Hebei Province

The reform of the collective economy of the rural collective economy is to introduce the modern property right system into the rural collective economic organization according to the needs of the market economy,which is an important means to increase the income of the farmers in the new period,and is also a practical and feasible method to solve the problems brought about by the urbanization.In 2016,2017 and 2018,the central government document No.1 for three consecutive years focused on the reform of rural shareholding cooperative system.Hebei has also formulated relevant documents to standardize and support the reform work in the province.As the reform of Hebei province is still in the pilot stage,the methods of reform and management are not mature,so this paper studies the current situation of the reform of the stock system in the rural areas of Hebei Province,which is of great practical significance to combing the ideas of the reform and putting forward the solution.On the basis of the summary and classification of the views of the domestic scholars on the collective economy of collective economy in rural areas,based on the theory of institutional change and the theory of property rights,this research applies the investigation and research method,the literature analysis method and the case analysis method in combination with the field investigation and data arrangement,and the joint stock cooperation system in the rural collective economy of Hebei province.The present situation of the reform is deeply analyzed,and it points out that there are three problems in the reform of the rural shareholding system in Hebei Province,such as the external environment is not matched,the reform link is not mature,and the internal management is not standardized.On the basis of the successful experience of the reform of the rural joint stock cooperative system in Beijing,Guangdong,Zhejiang and the provinces of Chengde,Shijiazhuang and Xingtai,this paper uses the data of the investigation and the research materials collected from the four aspects of organization legislation,management,reform,and development direction.Rural property rights trading center,launching a pilot company system and other targeted countermeasures and suggestions.It is concluded that the rural joint stock cooperative system has many institutional and economic advantages compared with the original rural collective economic organization.It can solve the problem ofunclear property rights in the original collective economy,promote the harmonious development of the rural society,make collective assets be reactivated and promote the increase of farmers in various forms,but the collective economic shares in rural Hebei Province The reform of the cooperative system still has many shortcomings and needs further reform and improvement.The innovation of this paper is to make an in-depth analysis of the reform of the collective economy of rural collective economy in Hebei province from the four angles of the external environment,internal management,reform link and development direction,and put forward the pertinent countermeasures and suggestions,and the analysis is more comprehensive.In the direction of the reform of the collective economy in the rural collective economy of Hebei Province,the transformation of the company system,the establishment of the company system pilot,the gradual transition from the joint-stock system to the company system have been set up.At present,the reform of the collective economy of rural collective economy in Hebei is in the pilot stage.The understanding and analysis of some problems are still not perfect.The following study hopes to turn from the normative analysis to the empirical analysis,and to explore the concrete steps of the transition from the joint stock cooperative system to the company system.
