The Research On The Measures To Improve The Quality Of The Government Investment Project Feasibility Study Report

Feasibility study is an important work of government investment project decision-making stage, and a high-quality feasibility study report is the important basis for scientific government investment project decision-making. Reform and opening up,at the basement of summarizing the economic development experiences and lessons and learning the foreign advanced experiences,China began to carry out feasibility study. After 30 years development,the government investment project feasibility study has achieved encouraging results and become an important investment procedure,which played an active role not only in raising the level of government investment decision-making,but also in improving the investment efficiency of government funds and strengthening the supervision of the whole process of government investment projects. However, the government investment project feasibility study also exposed a number of problems,in particular, the quality of the feasibility study report is so poor that restricting its role fully,which needing to take immediate measures to improve.In this article, based on the flexible application of quality management and project management, especially project quality management theory, at the same time according to the objective law and requirements of feasibility study, comprehensiving use of chart analysis, survey research, lessons learned, system research methods and so on, solving the quality problems and its reasons of the government investment project feasibility study report (hereinafter referred to as "the feasibility study report"), combining with the author's own rich practical experiences, the author has constructed a set of measures system creatively to improve the quality of the feasibility study report and analyzed the application in the actual work,In order to provide some theoretical and practical reference for improving the quality of the feasibility study report and fully playing an important role in government investment projects, meanwhile provide some reference for improving the project feasibility study level of the engineering consultancy, Strengthening its credibility and core competitiveness, promoting the healthy and rapid development of engineering consulting industry.This article is divided into seven chapters:Chapter 1 introduces the background, significance, contents, ideas, methods and innovation; Chapter 2 introduces mainly the connotation of the quality of the feasibility study report, basic theory and related literature; Chapter 3 introduces the feasibility study overview and the quality evaluation criteria and methods of the feasibility study report; Chapter 4 emphatically analyzes the quality problems of the feasibility study report and its reasons; Chapter 5 is a top priority of this article, mainly proposed a set of measures system to improve the quality of the feasibility study report; chapter 6 analyzes the application of the measures in practical work; Chapter 7 is the summary of the full article analysis, propose the research conclusion and the prospect for the future.
