As the world business competition intensifies, in order to improve the level of the enterprise value chain, new thoughts and tools such as the virtual value chain, the functions of outsourcing strategies have become widely used, can greatly reduce the cost of the enterprises, enhancing their differences, and lay a solid foundation for the enterprise's core competitiveness. In the middle of the 80s'last century, professor Mick porter gave a famous value chain theory and tried to use this as the tool to analyze the structure and competitiveness of the enterprise overall, but he did not give a specific operation method, other scholars both from china and aboard have done some reach in the business evaluation, but do not combine the porter's theory very well. The article builds a method system evaluating the enterprises' value chain level across to the competition advantage theory and industry strategy group character, not any inherits his value chain and competition advantage thoughts, but also strength the operation in the valuation practices.The article at the guide of the basic competition theory, firstly, on the base of the analyzing of the industry strategy group's competition and the character to get three strategy models, from the angel of factors which influences the cost and indifferences to build measure system respective, using AHP and fuzzy matrix to measure the value chain level, then evaluate the enterprises who realize the middle strategy. Due to the different extend of the cost and the differences,so the middle strategy will no more better than the enterprises who realize the cost leadless or indifferences,so this fits the opinion of the low performances of the middle strategy,also it interprets the why huge number of this type enterprises could make livings.
