Since the beginning of 90s, Pu dong New Area has been found,The development of State-Level new area has experienced the process from exploration to the universal promotion,From quantity to quality,from single economic function to comprehensive supporting reform,State-Level new area are playing a more and more important role in the radiation driven and demonstration,by all levels of government attaches great importance to Important,in April 2013, Yunnan Dianzhong gathering area construction officially started, September 2015, Yunnan District officially approved national district, District 3 years have done a lot of work in planning, industrial development, reform and innovation, made a series of gratifying achievements. But there are still problems, new development of independent innovation ability is weak, approval efficiency is low. the international competitiveness is not strong, how to better play the role of government in the 18 District to make a feature, advantage, undertake strategic duties conferred by the national district, have led Yunnan to achieve leapfrog development with historical mission.Through literature review and field visits, access to relevant information, have a further understanding of the development of the New District, this paper on the development of national area are summarized, and elaborates on the theory of competitive advantage and the relationship between government and market theory, Potter theory of competitive advantage of a country or region the competitive advantage is the competitiveness of the industry, and the influence of key industry competitiveness lies in four factors of the diamond model in the play, the role of the government in the "Diamond Model" in the four basic elements of the situation, to analyze the influence of government on Yunnan new competitive advantages, and puts forward suggestions, in order to give new development enlightenment.
