The Study On Sustainable Development Strategy Of State-owned Forestry's Enterprises And Its Empirical Analysis

As forestry's main management mainstay of our country, The state-owned forestry's enterprises not only have already fostered bearing, protected the forest reserves, safeguarded the natural ecological balance, improved the great mission of environmental quality, but also have been undertaking to develop the forest and rise again, offer the arduous tasks of timber and many kinds of forestry products for national economic construction. It is fierce day by day as the economic system of our country is turned from traditional planned economy to quickening of the reform paces of modern market economy and market competition, state-run forestry's business administration should advance with time in order to realize forestry's enterprise's sustainable development. However, state-run forestry's enterprises have run under planned economic system for a long time and been influenced by traditional management philosophy deeply, footstep of favourable turning organization system is not fast, and so the state-run question which is not in conformity with market economy of forestry's enterprise is outstanding day by day, and face the problem how to realize sustainable development. So, it is the task of top priority of promoting state-run forestry's enterprise's sustainable development for us to strengthen the state-run forestry's enterprise's strategic research and help state-run forestry's enterprises to construct the sustainable development strategy.In order to explore how to be based on national conditions of forestry's industry of our country, solve the problem that our country's state-run forestry's enterprise's sustainable development exists well and realize state-run forestry's enterprise's sustainable development, on the basis of defining the sustainable development concept and comprehensive analysing modern business strategy management theory, this research have proposed that we can't break away from the forestry national conditions of our country and characteristic of forestry's industry while using the strategic management theory to solve the state-run forestry's enterprise's sustainable development problem, point out clearly that the state-run forestry's enterprise's sustainable development strategy should regard forestry's sustainable development strategy as guidelines and insist on realizing the best equilibrium of ecological benefits, economic benefits and social benefits.The thesis have studied the general frame of state-run forestry's enterprise's sustainable development, and have carried on the exhaustive discussion to the state-run forestry's enterprise's strategic management procedure from three respects such as strategic analysis, strategic scheme choice and strategy implementation, Strategic guarantee and Strategic risk precaution. According to forestry's industry and the characteristics of forestry enterprises, The thesis have expanded SWOT method in strategic management, have offered enterprise's sustainable development strategic management SWOT quantization research approach to the state-run forestry, use fuzzy mathematics to appraise models and carry on quantitative analysis to enterprise's strategic choice, and have expanded the research field of strategic management from on the theory and method.The thesis is tried out in the sustainable development strategic management of the forestry bureau of LeiZhou specifically with the theory framework of state-run forestry's enterprise's sustainable development strategic management that is constructed. Based on the internal and external environments that the sustainable development of forestry bureau of LeiZhou is faced, from promoting enterprise's sustainable development, realizing the strategic height of the best equilibrium of ecological benefits and economic benefits seted out. the thesis have proposed the enterprise aim and strategic objective of sustainable development of forestry bureau of Leizhou specifically, analysed the strategic operation field of the forestry bureau of LeiZhou by SWOT, carried on quantitative analysis to the strategic choice of sustainable development of forestry bureau of Leizhou by using fuzzy mathematics, and put forward the concrete thinking that the forestry bureau of Leizhou should implement relevant pluralistic management strategy. From five respects such as organizational innovation, manpower resources management, strategy of production management, cost management, investment and financing, the thesis have constructed the strategic security system of sustainable development of forestry bureau of LeiZhou and analyzed the risk faced in sustainable development of forestry bureau of Leizhou and precautionary measures. With the reduction of the timber of wildwood supplied, the artificial forest will become the main source of the industrial materials. It is the only choice that our country develops the artificial forest to meet high growth of national economy's demands while implementing wildwood-protected project in an all-round way. So, the study on sustainable development strategy of forestry bureau of LeiZhou of this text has stronger realistic meanings.
