Forest carbon sequestration trade projects can not only contribute to slow down global warming, but also can promote local sustainable development. Forest is the largest carbon sink in land and the most economical carbon absorption device. It is a low cost, high-effective energy saving measure, which will play an irreplaceable role in the future development. Heilongjiang Province is rich in forestry resources, where has the largest state-owned forestry area and forest industrial base. In the past few decades, wood production mainly as a pillar of economic development in Heilongjiang Province, but forest has a long growth cycle; over-logging is difficult to recover in the short term. The current level of economic development and people's living standards are at a lower level in Heilongjiang Province, as the destruction of forest resource, loss of biodiversity, and the ecological environment has further deteriorated.This paper is in the background of global warming, and environmental issues have become an international problem that arouse increasing attention; under the guiding of sustainable development theory and mutual relationship between economic growth and environment theory; On the basis of a comprehensive analysis of current development and the factor that affect sustainable development of state-owned forest areas in Heilongjiang Province. Find out that the implementation of carbon sequestration trade project in state-owned forestry area in Heilongjiang Province can alleviate the plight of state-owned forest area sustainable development. The implementation of the carbon sequestration trade project can provide economic support, improve the ecological environment and raise the level of social security of forestry area. On the basis of the emissions trading theory, analyze the situation of the carbon trading market realities in domestic and foreign.
