The expounded the present situation and the existence question based on the influence factor of economy under the Council for the development of forestry and analysis, issued according to the existing problems in the design of the questionnaire to determine the influencing factors of economy under 15 Hailin forestry bureau forest, 15 factors points for attitude, capital, technology, market four main effect.Mainly use AHP(analytic hierarchy process)method and expert scoring method were studied. The results showed that: first, attitude, capital, technology and three main influence factors for greater weight. Second, capital the impact factor is the most important. Among the government’s financial support of funds the main factor is the most important factor; the third, technical factors on the economic development of forest is particularly important, should be given sufficient attention;fourth, market operation controllability smaller should be respect for the laws of the market,improve the operating efficiency of the market.According to the conclusions of the study, through positive publicity to enhance forest economy business entities of willingness to participate, increase capital investment, improve the technological level, promote forest economy market, expand sales channels to build a new logistics system more than a few aspects promote Hailin forestry bureau forest economic development.
