Since reform and opening, China's economy started its rapid development, national economic and national standard of living improved steadily. When people marvel at the rise of China, regard it as the next global hegemony owner, we are discovered many worrying phenomenon, environmental pollution and serious waste of resources, inequality, social problems intensified behind the numbers in those gorgeous, "urban disease" highlights, in addition to the process of globalization in the alienation of state sovereignty, the invasion of capital, represented multinational corporations and developed countries of the world economic order under the guidance of the many adverse effects on developing countries and so on. Only innovation! Innovation is the soul of national progress, is the inexhaustible motive force for national prosperity. Comparing to the stringent requirements that social institutional innovation demand, broad and large-scale technological innovation is more viable, it is the best choice of all aspects of society and the common benefit of all walks of life.Technological innovation of enterprises, SMEs are important part of the enterprise, while China is the kingdom of small and medium enterprises, according to the State Development and Reform Commission statistical report of SMEs in 2005, the current small and medium enterprises accounted for 99.32% of total output value accounting for 74.7% of industrial output, employment total strength of 75%. Many technical innovations come from SMEs, a large number of outstanding technical staff is also owned by small and medium enterprises, SMEs have great potential for technological innovation. Although SMEs in China has made great progress, but there are still own defects to extensive business-based, technological innovation, low contribution to the development of enterprises, and to improve the level of technological innovation of SMEs will be the issue of become a priority.Japan and Korea, our neighbor, not only in the international innovation significantly at this stage, but also gone from backwardness to prosperity, from imitation to innovation in the process. To study the successful experiences of technology innovation of SMEs has an important significance of the future development of China.However, the theorists of technological innovation for small and medium enterprises of Japan and South Korea are often biased towards the former and ignore the latter, emphasis on the positive experience while ignoring the negative lessons. To address this problem, we use historical analysis, comparative analysis and other methods. Summarize Japan and Korea's Technology Innovation lessons, and analyze the similarities and differences between those two countries, especially its technical innovation in SMEs aspects of the social service system's efforts, has a very high reference value for our country.Technological innovation of SMEs in China is relatively backward situation compare to those developed countries. There is a considerable gap in business strategy and decision-making, or capital, technology, and human resources. Although the state has issued relevant policies and regulations to support the majority of SMEs innovation, but still there are many loopholes to be filled. To this end, we should actively improve the financing environment for SMEs and the introduction of modern enterprise system as soon as possible, establish and improve mechanisms for effective capital investment, greatly improving the technological innovation of SMEs social service system, continue to strengthen the role of various intermediaries between enterprises mutual cooperation, but also the comparison with foreign counterparts to enhance research and communication, to accelerate the overall development of SMEs in China.For the limitations of the individual ability, data available and space, the data collection and Korea discussed the theory of technological innovation of SMEs that remain clearly insufficient, especially in some places can not distinguish experience in large enterprises and SMEs, these flaws are to be further research.
