Coal-oriented cities have developed with coal resources exploitation. There are 118 resource-based cities in our country, Among which,63 are coal resource city,27 are coal exhausted cities. After long-term of coal mining, these cities are facing many difficulties, such as resource depletion, land subsidence, environmental pollution and deterioration, structure simplification of industry and so on. They need urgently to find a way to solve these problems and think how to transfer the current economic mode and develop sustainably. Huaibei, located in the north of Anhui province, is a typical coal mining city, also one of the 44 resource-exhauseted cities. A period of nearly half a century coal mining have caused a large area of land collapse in the city. According to statistics, there are about 38 collasped wetlands, covering an area of 36 square kilometers. And the area of wetlands is still expanding. The problem is how to make the full use of these collapsed wetlands to help city develop sustainable in the near future.Subsidence wetland is special type of wetland, which is different from natural wetlands. Academic research to this subject is in the initial stage. Results are more for qualitative analysis, rarely involves its value evaluation. This study focus on the way how to use these wetlands and make the maximize profit. Attempt to evaluate the recreational value of mining subsidence wetlands and to see what it can bring to the city. The study will enrich the case study of wetlands, deepen the theory of wetland recreational value evaluation. As a reference data, the results are helpful for subsidence wetland protection and developing for Huaibei city and the same type of cities with similar resources.This paper mainly contains four parts. First, sumerize the formation law, characteristics and current reserch of the subsidence wetlands based on literature research and combines a recreational value evalution system for the object. Second, investigate the utilization of the wetlands and how people think the value of this resource through a questionnaire survey. Third, estimate the existing and potential recreational value of these wetlands through the methods of TCM and CVM. Fourth, analysis the significance of their tourism development, especially form the angle of sustainable development.The major conclusions are as follows:Nanhu wetland total recreational value is 283,194,000RMB, of which the recreational use value is 278,357,000RMB, non-use value of recreational is 4837RMB. If all the coal mining subsidence wetlands in the middle of the city are used for leisure, The total recreational valve will be about 26 million RMB, including use value of 253170.5RMB, non-use value of 4393 million RMB in the year of 2010. By the changeless assumptions of travel time and tourists willingness pay for wetlands protection, the total recreational value will be 34 billion yuan at a conservative estimation in the year of 2015. By the assumption of unchanged travel but the increased willingness pay for wetlands protection, referring to a current survey of willingness pay for West Lake environmental protection, the total recreational values will be 41 billion yuan in 2015. By the year of 2020 the travel expenses will be 131 billion yuan.
