With the integration of the global economy and development of international trade, modern logistics have achieved widespread attention and rapid development of large-scale, especially in today's increasingly competitive society, logistics has became a hallmark of modern society, logistics industry has an important way for many enterprises to reduce costs, maximize profits and achieve economic growth. In this day, the logistics of the railway logistics enterprises have not suited the national economy, and the railway logistics enterprises development, to seek new logistics strategy is an important measure of railway logistics enterprises reform.In this paper, the author according to the status and characteristics of railway logistics enterprises development, and the internal and external environment, use the SWOT analysis, adapt to the rail logistics strategy of logistics enterprises development. And use a large part of the article to introduce the railway logistics supply chain alliance strategy and study the index system and processes of the supply chain alliance partner's selection, and verified by examples; using questionnaire and AHP method and fuzzy comprehensive judge, the author judge the rationality of indicators, then combined AHP-DEA partnership selection model, and use WinQSB software to solute, and find the suitable joint venture. Meanwhile, partner management is discussed. In the analyses of railway logistics enterprises case, the author take Dalian Shentie Harbor Logistics Company as an example to analyze organizational structure and business process, and on the basis to make a process reengineering. Finally, the author analyzes the value-added logistics services that the railway logistics enterprises has carried, and propose appropriate countermeasures.
