Social security is the people’s stable and safe of livelihood. In the last30years of Reforming and opening up, China’s rural economic society has undergone earth-shaking changes, and the rural society rapidly stepped into aging society, the traditional family endowment security and land old-age security function gradually blurred, which already can not meet the needs of the current situation of rural endowment. These new problems bring unprecedented challenges to government and social endowment responsibility. In this context, how to guarantee the rural elderly people’s basic life, maintain the stability of the rural society, promote the rapid development of economy and society and promote the urban and rural integration process is a serious problem of Chinese government during the current social transformation period. Therefore, to establish and perfect the rural social endowment insurance system, seek a proper settlement of rural social endowment insurance development in various problems, and ensure that rural society endowment insurance is benign operation, they have an important significance for improving the government’s public service level and the ruling ability development.This paper reviewed the rural social endowment insurance theory of scholars both at home and abroad,, on the basis of public products, from social fairness, national income redistribution, demand hierarchy theory perspective the government in rural social endowment insurance system in the construction of responsibility. Combined with Kunming rural social endowment insurance system of the history and current situation, this paper analyses the Kunming system of rural society endowment insurance problems and restriction factor, and puts forward Kunming system of rural society endowment insurance development ideas and measures.Based on the above ideas, this paper mainly content is composed of five parts. The first part discussed the background and meaning of this paper; enumerated the literature review at home and abroad and the corresponding review, and also introduced the contents, research methods and innovative points. The second part expounded the basic theory of public products, and analyzed the government in rural social endowment insurance system of the liability with the theory. The third part detailed described Kunming rural social endowment system development course and the present situation of several stages, and anal sized the current Kunming existing problems and restricting factors. The fourth part puts forward the specific measures in the legal system construction, capital financing way, the fund management operation mechanism, financial subsidy way adjustment, the current mode of the integration of Kunming and future rural social endowment system development direction,. The fifth part summarized the whole paper on the basis of the previous research. The author thinks that the development of the society, economic growth final purpose is to improving the people’s living standard. To establish and perfect the rural social endowment insurance system will comprehensive, coordinated and sustainable implementation of the "scientific development view" provides the powerful support, and also will certainly to be able to promote the Kunming economic society to develop quickly and well.
