Recently, quality and safety problems occur in toys, medicine and foods, all of these brought a tremendous negative impact on "Made in China", damaged the national reputation, brought immeasurable loss in China's economy, and also affected the export of apparel products in China. "Made in China" has been suffering from too much pressure, not only the Chinese people lost confidence on the quality of the domestic products, and also the international community had a question on China. China'quality has not withstand another blow again. As the world's largest textile and garment manufacturing and exporting country, China should have to pay close attention to the quality of textiles and clothing at this stage.Quality has not only affected by the control of manufacturers, but also by consumers, government and other stakeholders. Under the economic globalization, brands seek to provide low-cost but high quality clothing manufacturers, competition among manufacturers, China's clothing is at the lower end of global value chain-manufacturing, profit margin is very small, is vulnerably affected by the rising costs of raw materials, and the brands is at the above of the chain, have a higher profit margin, Clothing belonging to the buyer-driven market, the brands seek to the low-cost manufacturers in the global apparel. Manufacturers bear the cost of production increases and brands'pressures, once the clothing quality problem occurred, the clothing manufacturers often take the responsibility for most of the quality problem. Under the global industrial network, this paper is to study the clothing quality chain management.Based on the background of economic globalization, this paper make the global clothing quality chain and global quality chain governance concepts. Clothing global quality chain government including supervision mechanisms, collaboration mechanisms and customer forced system, supervision mechanism including government and public supervision mechanism, collaboration mechanisms including inter-firm trust mechanism, incentive mechanism and rapid response mechanism, the customer forced system are introduced to guide customers on the quality clothing and how to guide customers on the quality better.Next, this paper from the manufacturing business point of view, describes the quality of clothing chain management, the quality of clothing chain management including supply chain management, information chain management and stakeholders. Supply chain management including supplier management, customer management and production process management; information quality chain management including market information, production process standardization of quality information and information coding; stakeholders including governments, consumers, suppliers, media and public opinions.Finally, this paper take the Shenzhou International Group as an example to analysis the quality chain management.
