Information economy, information and knowledge industry is becoming a major industrial pattern, the extensive penetration and application of information technology, which makes dealing with the information increasingly becoming the main event in people's working life. At the same time, farmers'information literacy can not be ignored for proposing the agricultural informationization and the new rural construction. Hebei Province, as a major agricultural province in China, it has a general distribution of population in rural areas, farmers should be the largest and the most basic user of agricultural information; and because the information literacy is an important measure for the level of informationization. So, with the development of the agricultural information technology, paper study on the countermeasures of improving farmers'information literacy in Hebei Province, be committed to training the farmers to become new farmers, who are literate, skilled and good at business management; to let the farmers who stay in the rural areas to master the advanced agricultural technology, have modern civilization for production and life style; and to let the farmers who are out of the rural areas have the strong skills, which can adapt to the development of modern urban and industry, finally, which make the human resources into human capital in rural areas in Hebei Province, indeed, it has the important theoretical and practical significance.First of all, this paper introduces the domestic and foreign studies about farmers'information literacy, the results show that the current studies mostly focus on the qualitative description of the fact, and there is lack of quantitative methods to further analyze the farmers'information literacy.Then, firstly, by the survey and analysis of 332 farmers'information literacy in Hebei Province, the paper describes from four aspects: the basic situation of farmers'family, famers'information awareness, famers'channel of accessing to the information, famers'information capacity. It reveals that farmers in Hebei province are already have a certain amount of information awareness currently, and they have the demand of accessing to the agircultural information, but their demand is not strong enough; TV, neighbors, friends and relatives, radio and newspapers are the main channels of accessing to the agricultural information for farmers in Hebei province, the modern media such as internet, phone are arrayed at the back; the situation of the agricultural information service in Hebei province needs to be improved, and the information capacity of the famers in Hebei province needs to be strengthening.Secondly, with the problems of farmers'information literacy in Hebei Province, it analysis the impact factors of farmers'information literacy in two aspects: the demand and the supply of farmers'willing to improve farmers'information literacy. And from the estimates of the LOGIT model, the farmers'recognition degree of rural informationization, sex, the location of the family, the number of the university students, the number of the rural migrant workers, the specialized information service station and the farmers'professional and technical associations, which have a significant impact to the farmers'will of accessing to relevant agricultural information. From the Grey System Analysis on information's pay ability of rural residents in Hebei Province, there are at least 63.85 percent of the farmer who are unable or insufficient to pay for the agricultural information in Hebei Province in 2009.Finally, according to the empirical findings, to improve farmers'information literacy in Hebei Province, on the one hand, it suggests that the whole nation establish the "information awareness", to develop education and trainings for the farmer in Hebei province; on the other hand, it suggests to strengthen the information infrastructure in rural areas, establishing a wide range of distributing channels for agricultural information, training for the professionals in gricultural information, developing the relevant preferential policies for agriculture, and improving the legislative and regulatory of agricultural information.
