Under the background of long-term stable the household contract responsibility system,farmland transfer is the inevitable choice and institutional key to optimize the allocation of agricultural resources and scale operation in China.It is also the only way for traditional agriculture to turn to modeRNization.At present,in the research of promoting the farmland transfer,for a discussion of farmers own factors,mainly concentrated in the physical' eastern differences,however,it is not caused enough attention,of farmland transfer information needs sense and satisfaction,identify,use and influence by the ability to channel and communication.In order to activate the farmland transfer market and promote the agricultural modernization s based on the of Cognitive-behavioral theory,Asymmetric Information theory and Transaction Cost theory,this paper analyzes of farmland transfer in Rizhao and mainly focuse on resolving three problems:(1)analysis of the current situation of farmland transfer in Rizhao and the supply and demand of the information,(2)farmers' information literacy level of quantitative evaluation and to affected farmland transfer,(3)cultivate and enhance farmers' awareness of information needs in farmland transfer,improve farmers' information acquisition,information processing ability,applying information ability and communicate information ability,with a view to promoting the healthy development of agricultural land will benefit.This paper is divided into six parts:Part One is the introduction,which describes the background of this study,states the problems to be studied,elaborates the significance,research objectives,research methods and technical routes od the study,proposes the possible innovations.Part Two provides the theoretical foundation and literature review,which untangles the related theoiies and literature regarding the farmland transfer and farmers' information literacy.Part Three on the basis of the existing research results and combines the subject design questionnaire,through field interviews and distribution,investigation and understanding the current situation of the farmland transfer and farmers' information literacy in Rizhao City,there by providing support for follow-up study.Part Four through principal component analysis,extract seven main factors and establish a quantitative evaluation model of farmers' information literacy.Based on this,by means of empirical research and analysis,finds that farmers' information literacy are different inthe comprehensive score and 7 aspects.Part Five based on the theory of Finite rational theory,Cognitive behavior theory,Information asymmetry theory and Transaction cost theory,combined with the reality of farmland transferr,analyzed the mechanism of farmers' information literacy on the desire and behavior of farmland transfe,it was found that from information collection and communication costs,interests of the masses of farmers closely related to the matters,information asymmetry risks and cognition of farmland transfer,respectively.At the same time,this paper also verifies the positive correlativity between farmers' information literacy and farmers' desire and behavior,the higher farmers' information literacy,the higher their will and behavior.Part Six based on the findings of the survey and the conclusions obtained in the preceding chapters,we put forward policy recommendations for promoting farmers'desire and improving farmers' participation in farmland transfer.By increasing the propaganda and education activities of agricultural land management policies and regulations,affecting and improving farmers' cognition of farmland transfe.Establishing and sharing the information base of the agricultural land circulation market through the establishment of multiparty co creation,reducing the cost of information collection and communication in the transfer of farmland.Nurturing and supporting agricultural land transfer service agencies or intermediary organizations,to improve the ability of farmers to master,identify and use information,to help farmers maintain their own interests in the process of farmland transfe.
