As the core of land Institution, property rights institution directly determines the rational allocation of land resources, affecting the efficient use of land resources and fulfills land resource value. China is a large agricultural country, which the rural land area and the rural population take up a great proportion of all. Rural Land Property Rights Institution has an important influence on the development of rural productivity and incomes increasing, which can improve the rural environment and the efficiency of agricultural production to ensure food security in China. With the deepening of the reform and opening up ,shortcomings of rural land property rights institution, which against the wishes of farmers in a certain extent and restricts the development of labor productivity, have gradually shown. The reform of rural land property rights system has become a hot topic in today's society problems.The property rights theory of Karl Marx and Western property rights theory are used in this essay. According to a case of Chishui, Guizhou, learn from the change of rural land property rights system in our country and the current land property rights system, analysis the achievements and problems of the existing system of land ownership in rural areas, how rural land property rights system in China reform is recommended. The first part is the research background, significance, and the international status of the land property system. The second part introduces land property rights system based on the theory, Including property rights, land rights, property rights, institutional change, Marx theory and the Coase property rights theory of property rights and so on. The third part study the change of Rural Land Property Rights Institution history ,include before liberation, land reform, rural co-operation, the movement to establish people's communes, since the reform and opening up. The fourth part describes other countries and regions, the situation of rural land property rights system for rural land property rights reform for reference. The fifth part, combined with the actual Chishui Guizhou to study status of the rural land property rights institution and problems. Part VI, for the reform of rural land property rights institution made suggestions of this study. Conclusion could be drew in this paper:Reform of land property institutions in China rural areas would be carried out by means of well defining the subject of collective-owned land ownership, accelerating the transfer of land property right, developing land registration system, improving the laws and regulations in terms of land property management as well as embodying adequately various right function of land property and earnestly protect the farmers'legal rights and interests in order to further promote the rural economic.
