Study On The Development Of Textile And Apparel Enterprises In Jiangsu And Zhejiang Provinces Based On Cycle Economics

As one of China's traditional pillar industries, Textile and apparel industry made great contribution to the economic growth and export exchange earnings for China. However, the tradional extensive mode took problems of resource and environment in developing, as the grassland degeneration caused by the great increase of wool wear demand, and the water polution caused by dyeing industry. The outbreak of global financial crisis in 2008 made significant impact to the export of textile and apparel OEM-oriented enterprises in China. Oversea orders took a sharp reduction, and the survival and development of enterprises have to face the ordeals. The export of textile and apparel displayed a negative growth since the beginning of 2009. In this context, structural adjustment, change of tradional manufacturing and operation modes, and various non-price competing means, which includes the sustainable development mode based on cycle economic, need to be done for domestic textile and apparel enterprises to improve competitiveness of the industry and economic benefits.Cycle economic Promotion Law of the People's Republic of China has been carried out since January 1st,2009. For local textile and apparel enterprises, it is considered to be the legal security for industrial structural adjustment and competitiveness improvement.Domestic and foreign scholars made the study of cycle economic mainly on heavy industry, as metal smelting, coal industry, etc. Few studies were taken on textile and apparel industry. As the special nature of the industry, enterprises will show a different characteristic in the development of cycle economic. As the situation of domestic and international market keep on changing, it is necessary to study the status and improvement of cycle economic development in textile and apparel enterprises.This paper takes the structural adjustment of textile and apparel industry as the research angle. On-site survey and questionnaires analysis were taken to establish the evaluation system of development of cycle economic for the textile and apparel enterprises. Developing status and both short-term and long-term trends was explored based on data analysis. Additonally, this paper tried to evaluate another stakeholder cycle enonomic-government behavior from the perspective of enterprises. Game mode was made to analyse the different roles they play in the development of cycle economic.Massive document study was taken before surveys, and firsthand information was obtained by the enterprises visiting and deep interviews. Furun Group was taken as a leading example for case study to the application and evaluation of the development of cycle economic in domestic textile and apparel enterprises.This article mainly contains as follows:①Definition was made by secondary information search and document study, and various types of evaluating systems established domestic and foreign scholars was studied. Then came the research theory and methods.②History evolution was traced in various industries both in China and abroad, and context diagrams which contained relevant laws and histronic issues were drawn. Status and future trend of cycle economic development in domestic textile and apparel enterprises were concluded by comparisons.③Evaluation system on implement the cycle economic manufacturing of textile and apparel enterprises was made base on the four dimensions of balanced scorecard, and adjustment was taken by interviews with experts from enterprises. Then survey was done on a number of textile and apparel enterprises in Jiangsu and Zhejiang provinces to know the status of developing. Indicators were selected for evaluting of government behavior from the perspective of enterprises, and game mode was made between them.④Reduction algorithm of Skowron discernibility matrix was used for indicators selecting based on survey data. Simplified system was used to separate enterprises at different levels, and appropriate developing proposals were made for different enterprises based on comparing analysis.⑤Furun Joint-Venture Priting & Dyeing LTD from Furun Group was chosen for case study, to know the brief history and achievement of cycle economic developing. Evalutaing system was also used, and improvements were adviced. To sum up, this paper made research on textile and apparel industry, and 3R principles (Reduce, reuse and recycle) of cycle economic were taken as a starting point to establish the evaluation system for textile and apparel enterprises on cycle economic development. Case studies and analysis were carried out to provide valuable theory and methods for cycle economic developing in textile and apparel enterprises in China.
