Study Of The Assessment Of The Regional Entrepreneurial Environment Based On Rough Sets

Entrepreneurship is an important factor supporting the development of the economy .Regional economic development is inseparable from arduous pioneering of insight of the large number of people, and the pioneering entrepreneurs is inseparable from good regional entrepreneurial environment. Large number of domestic and foreign facts: the regional entrepreneurial environment has very important impact to the region's economic development. A good the entrepreneurial environment is important factor to a national and regional economic growth, is the most active and effective in solving the employment problem. It is a great role in promoting the product innovation and scientific and technological progress. Therefore, every country or region has attached great importance to entrepreneurship and strive to foster a good entrepreneurial environment.In this paper, we introduce the rough sets evaluation method, establish the assessment model, apply it to empirical research, and give policy proposals to improve the entrepreneurial environment of Qingdao City. So that to establish a unified and effective theory platform of logic for the building and improvement of the entrepreneurial environment, and provide the basis for the development of regional economic development policies and industrial restructuring policy.This article contains four parts: The first part is based theory, status and the problems relating to the domestic and foreign study issues were summarized and commented; the related concept of entrepreneurship and entrepreneurial environment were defined; the theory and commonly used analysis method of evaluation of the entrepreneurial environment was sort out. The second part is the core of the paper ,we draw the relevant research results on the entrepreneurial environment and evaluation methods of domestic and foreign scholars and build a good regional entrepreneurial environment evaluation index system, the system of indicators include four first level indicators, 13 second level indicators, 44 third level indicators. The third part constructs the entrepreneurial environment assessment model, builds entrepreneurial environment evaluation methods based on rough sets. The fourth part is the application of the model. Using the above evaluation index system and assessment model, we select10 sub-provincial cities, evaluate its entrepreneurial environment, and provide a theoretical basis for the improvement and nutriment of entrepreneurial environment.
