Benchmarking Management is a kind of virtuous cycle management method which is point to borrow and learn other's advanced experience, improve its inadequate, thus to enhance its competitiveness to catch up or exceed the benchmarking enterprises. As a popular management tool, benchmarking management is originated in SHILE Company, and it can not only improve the product quality and service level of the company, but also enhance the company's Core competencies and competitive advantages, and finally improve or enhance the company's business performance and rapidly elevate the level of integrated management. This method is widely researched and applied abroad, and lots of known big companies use it as conventional management tool, applying it to the routine operation and management and making great achievement.Chinese tobacco companies is facing increasing pressure from international community, and they are far leaving behind by world-famous tobacco company in different aspect, such as company size, brand concentration, market layout and internal management level. International tobacco giants are peering at Chinese tobacco market, and their comprehensive market competition and overall strength of the brand make them a great challenge to Chinese tobacco companies. In recent years, National Tobacco Board is keeping introducing reform policies, to guide the market-oriented reform of tobacco companies, in order to enhance their competitiveness to cope with intense market challenges in future. In 2010, it was proposed in the report of national working conference of tobacco that to fully grasp the five key tasks of "improving the level of cigarettes" in the whole year, and one of them is:to start with carrying out continued comprehensive budget management, following standards, benchmarking, excellence-creating activities in primary, make efforts to promote the basic management level. To implement benchmarking management in Chinese tobacco companies is a strategic measure of National Tobacco Board to accelerate the construction of Chinese tobacco company with world-class competitiveness. The purpose of National Tobacco Board to require benchmarking in the whole industry is to build modern enterprise management system, using benchmarking as the guide of each special management, to comprehensively enhance the competitiveness of tobacco companies to achieve the target of improving level of cigarettes.This paper is an practical application of benchmarking management. Combined with the current status of benchmarking management in Yunnan Tobacco Company in L city, through material analysis, depth interview, seminars, questionnaire method, carry out a comprehensive diagnostic work on the overall management of L Tobacco Monopoly Bureau, compare it with benchmarking and excellence-creating standards issued by National Tobacco Board and Provincial Tobacco Board, and with the benchmarking enterprises, analyze deficiencies in its management, operation and services in recent years. On this basis, design a comprehensive index system, operating system and evaluation system, and build a solid and good management basis for L Tobacco Monopoly Bureau's long-term development goals of focusing on management, improving levels, promoting development, and striving to achieve "national first-class tobacco business enterprise".
