With the development of market economy and the needs of international practice, the construction project bidding growing popularity, and the tender assessment increasingly receive attention. Tender assessment process should adhere to scientific, fair, equality, protection of fair competition. But on the one hand, pre-qualification tender evaluation process existence more indicators of fuzzy linguistic variables in the current pre-qualification assessment methods can not effectively avoid such problems; on the other hand, bidding currently working traditional method existence subjective, human factors interferences, not enough scientific and even exist subjectivity of experts factors or due to black-box operation which led to the phenomenon of non-standard review process. Therefore, the tender evaluation method of depth analysis to explore the applicability of established science and the methods of evaluation model has important theoretical and practical significance.This paper studies the common features and applicability of decision-making methods for tendering evaluation, in order to further improve the ways to build for pre-qualification, evaluation of the new model features of the foundation. With pre-qualification assessment information exists in the index of fuzziness, this paper established a gray fuzzy ideal solution based on pre-qualification assessment model. In this model, the comparative method to determine the fuzzy priority weights, take full account of the tender's preference of indicators; construct a distance-based Euclidean distance and gray similar approach degree, by comparing the potential bidders and the ideal and negative ideal bidder similar approach degree, from an overall perspective on the potential bidders to achieve the evaluation and sorting. Evaluation is the most important part of the tendering exercise, the current extensive use of work evaluation of Analytical Hierarchy Process (AHP), the method is simple and clear thinking, and decision makers to close the subjective judgments and reasoning linked, but the theory of this method the deficiencies. In this paper, the AHP method sort the results lead to inconsistencies, and proposes an ideal point based on proximity of the AHP improved model. The model has good characteristics of AHP method, not only to make up for the shortage of traditional AHP method, but also a reasonable reflection of the tender's intentions, the result more convincing.This paper create a new model of assessment and evaluation were used in the prequalification example, that model has good applicability, scientific and feasible, to avoid the imprecise nature of the traditional method, and come to an objective assessment conclusions Model is based on the characteristics of the existing review process on the basis of research results to improve, so that the scientific method can be more suitable for the characteristics of the tender assessment to ensure the new model has good applicability.
