With the development of humanity society and economy, energy is becoming increasingly important in every country and region. Meanwhile, the energy consumption has an enormous influence on the environment. Therefore, factors of energy, environment and economic should be taken into consideration when making energy strategy. However, domestic researches are relatively rare.Since the reform and opening up to the outside world, Hebei province have maintained rapid economic growth and made remarkable achievements. But the consumption of energy is increasing rapidly when GDP grows. The "high put, high pullulation" way of enegery consumption is putting more and more pressure on environmental protection. The problem of energy shortage and environmental destruction is becoming more and more serious and worthy of being studied and solved immediately. Heavy industry is the major part in t'he economic structure in Hebei Provience which lead to the "high input, high pollution" way of energy consumption. Economic goals can not be achieved at the expense of energy resources and environment. It is extremely urgent to make a reasonable plan to consume energy without polluting environment.In this paper, the situation of energy consumption and economic in Hebei Province is analysed on the basis of input-output chart. Then with the goal programming method, an energy consumption goal programming model which takes energy economy and environment factors into account thoroughly is established. Then, this paper applies the model into practice, aiming for the social and economic goals in "the eleventh five years in Hebei Province". The model has given out the best economic structure and energy consumption structure under certain goals and constraints which can provide industry-level information, not just gross data. This paper also has found that our future energy consumption amount will be very huge. Besides, the environment will become even worse if we don't take measures positively right now.
